Because of the large number of replacement and renovation projects, the pressure on accessibility and thus the need for effective regional (digital) traffic management will become substantial in the coming years. Traffic expertise is vital in this regard. Here, ZHB provides advice on what is needed to make optimal use of the traffic network, partly through the use of different modalities. Besides traffic flow and safety, sustainability and quality of life are equally important.

What will you do?
As a multimodal accessibility consultant, you will support the Traffic Advisory Team (VAT). In case of questions about the multimodal traffic network, you will prepare a (multimodal) traffic advice based on the analyses you have prepared. You support the area advisor in the preparation, execution and evaluation of planned nuisance projects and are second point of contact for the area.

The starting point is the area program in which mobility management, programming of nuisance projects, communication and traffic advice come together in which we work intensively with the area partners, mostly infrastructure managers. We stimulate and facilitate cooperation and contribute to the implementation of projects requested by road managers.

The VAT works in five areas. In each area, the VAT employs an area advisor as the point of contact for multimodal traffic advice and expertise. As a member of the VAT, you will support and work closely with these area advisors.

What do we expect from you?

Basic tasks:
  • You will work uniformly with colleagues within VAT to get and keep the basics in order.
  • In collaboration with programming colleagues, you will compile and manage overviews of future nuisance projects and events.
  • You will contribute to area tasks as needed.

Advisory tasks:
  • You support the area consultant in the preparation, implementation and evaluation of planned nuisance projects. You perform multimodal traffic analysis based on available data and tools and translate this into comprehensible and substantiated traffic advice.
  • You will work with the other ZHB portfolios and advise based on your traffic engineering expertise in impact and potential analyses, among other things.

What do you bring?
  • You have a broad substantive experience in the field of traffic management (national and regional), consulting and are aware of current developments.
  • You have experience in carrying out collaborative projects between different organizations and/or professional disciplines. Collaboration with other (organizations) comes naturally to you. You quickly seek contact, connect and understand differences in interests.
  • You are analytical, quality and results-oriented; you combine this with a pragmatic and flexible approach.
  • You have experience in analyzing data and working with data analysis tools and are aware of developments within the digitization of traffic management
  • You have excellent communication skills, are proactive and content strong,

Job Requirements
  • You have an HBO degree in Traffic Management and/or Traffic Engineering.
  • You have at least 3 years of demonstrable substantive work experience in traffic management.
  • You have at least 2 years of demonstrable work experience in pulling consulting projects/projects .
  • You have demonstrable work experience working within a complex (public) partnership in which you have dealt with multiple parties. Please provide examples of this.

Good to know
  • We expect a brief cover letter in addition to your resume.
  • The required commitment is 28 to 32 hours per week.
  • Based on the ambition to maintain a stable VM advisory team, the request is for a longer period: 2 years plus option to extend (2x 1 year). 
  • Your deployment is hybrid: from home combined with ZHB office location in Rotterdam/Delft/Rhoon. Currently, Wednesday is the regular workday in Rhoon. From 2026 the work location may be moved to Schiedam. Consultations in Rotterdam or other locations are not excluded.
