Zuid-Holland Bereikbaar (ZHB) is seeking an experienced Campaign Manager/Procurement Specialist who will be responsible for contracting and establishing operational relationships with permanent communications partners, as well as for developing and rolling out regional campaigns.

You combine knowledge of European public procurement with experience in campaign development, media, and data analysis. You ensure that the approach is not only developed but also practically implemented and embedded within the organization.

What will you do?
  1. Duties and responsibilities
  • Preparing and overseeing the European tender for communications services;
  • Contracting and bringing on board permanent communication partners;
  • Coordinate collaboration with selected agencies and suppliers;
  • Initiating, developing, producing, and launching the Rotterdam regional campaign;
  • Developing and implementing the media plan and creating related communication materials;
  • Monitor campaign results and, based on those results, provide recommendations for adjustments;
  • Extending the Rotterdam regional campaign to the other regions within ZHB;
  • Monitoring and ensuring consistency in the corporate identity, communication tools, and standardized procedures within the organization;
  • Setting up and standardizing data analysis reports for (online) campaigns;
  • Translating campaign results into concrete insights and improvement actions;
  • Integrate relevant campaign data and KPIs into the existing ZHB dashboard.

Job Requirements
  • HBO/WO level of work and thinking, preferably in the field of communication, marketing, media, or a related field;
  • Demonstrable experience in preparing and managing European tenders for communications, media, and/or marketing services;
  • Experience in contracting and managing communications and media agencies;
  • Extensive experience in developing and implementing (regional) campaigns;
  • Experience with media planning, online campaigns, and campaign optimization;
  • Experience analyzing and reporting on campaign results and KPIs;
  • Experience in developing and implementing standardized communication processes and procedures;
  • Able to independently lead projects from preparation through implementation;
  • Strong organizational and communication skills.

You can switch seamlessly between strategy and execution and know how to engage various internal and external stakeholders. In addition, you work in a structured manner, monitor progress and deadlines, and actively make adjustments when necessary.
Desired result
By the end of the project, dedicated communication partners will have been contracted and will be operational; the Rotterdam regional campaign will have been developed and launched; and a scalable approach for use in other regions will be in place. In addition, the reporting and analysis of campaign results will have been standardized and integrated into the existing ZHB dashboard.
