Introduction
In the coming years, work will be underway simultaneously in many locations on roads, bridges, and railways—in the Drechtsteden, in Rotterdam, and throughout the rest of South Holland. This will cause disruptions, and everyone will feel the impact.
The question is: How do we keep the region moving, especially at times like these? And how do we encourage people to make different choices about how and when they travel?

At Zuid-Holland Bereikbaar, you’ll have the opportunity not only to create campaigns but also to shape how communication is used within a complex collaborative framework. We’re looking for someone who enjoys balancing content, collaboration, and execution, and who is confident enough to take a leadership role within a networked organization.
Who is ZHB?
Zuid-Holland Bereikbaar (ZHB) is a partnership between the Ministry of Infrastructure and Water Management, Rijkswaterstaat, the Province of South Holland, the Municipality of The Hague, the Municipality of Rotterdam, the The Hague-Rotterdam Metropolitan Region, the Port of Rotterdam Authority, and ProRail. The Drechtsteden region has also recently joined the partnership.
Together, we’re working to improve accessibility in South Holland. We do this by minimizing disruptions during construction projects and by helping people find alternative ways to travel. We take a region-specific approach, working together with partners, and are constantly looking for solutions that really work.
ZHB employs approximately 100 people, including a core staff of about 30 colleagues. The communications team consists of 7 to 8 consultants and is still in the process of being developed.
What will you be doing?
You’ll be working on a number of projects in several areas—likely Haaglanden and Midden Holland—where a lot is happening all at once in the coming years. That’s exactly where everything comes together: projects, initiatives, partners, and communication.
You ensure that communication is not only carried out effectively, but also guides our collective approach. You provide clarity, help partners make decisions, and ensure that communication contributes to behavioral change.
In practice, you’ll work on communications related to projects and alternative travel options, targeting travelers and employers. At the same time, you’ll take a broader view of the region: you’ll ensure consistency in communications, contribute ideas on what to communicate and when, and help partners align their efforts accordingly. You’ll support and advise partners on their communications and help develop and guide campaigns such as “Vaststaan” and “Meebewegen.”
In addition, you’re involved right from the start—not just when resources are needed, but as soon as the task is being defined. You identify who plays a role, what the playing field looks like, and where communication can help drive progress. Based on that, you advise on the approach and help make decisions.

We’re looking for someone with extensive experience as a communications advisor, preferably in a complex or administrative setting. You’re able to navigate easily between different parties and interests and take responsibility for your work.
You write clearly, make complex topics easy to understand, and feel at home in an environment where not everything is set in stone. You’re not afraid to take a stand, but you also have a knack for collaboration. You combine strategic thinking with a pragmatic approach.
Experience with community-based work, mobility, or behavioral change is a plus, but not required.

You actively build relationships in the region and within the network of partners. You gain a deep understanding of how partners communicate and what works for them, and you are able to assess the overall landscape and provide guidance based on that understanding.
In doing so, you'll not only be working on communication within projects, but also on developing communication within ZHB itself.
