Role description and task arrangements

Are you capable, in a dynamic environment, of setting up, pulling and implementing advisory projects and projects to raise traffic management (VM) within South Holland to a higher level and keep it there? Do you enjoy working in a team and are you in your element in a multidisciplinary collaboration with area partners? Then you are the person ZHB is looking for.   

Who is ZHB?
Zuid-Holland Bereikbaar (ZHB) is a partnership between the Ministry of Infrastructure and Water Management, Rijkswaterstaat, the Province of South Holland, the municipalities of The Hague and Rotterdam, the Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority, and ProRail. It was recently decided that the Drechtsteden region will join the partnership this year.

Our main task is to reduce nuisance, promote mobility transition, spread rush hour traffic, and avoid congestion through an area-based approach in South Holland. To achieve this, we work with our partners to ensure that nuisance during construction work is kept to a minimum and contribute to structural behavioral change and a sustainable mobility transition. Approximately 100 people work at ZHB. This consists of a permanent base of around 30 employees and around 70 people in a flexible shell. 

What will you do?
ZHB's starting point is the area approach. This means that our people work closely with local partners, often infrastructure managers. This brings together mobility management, scheduling of disruptive projects, communication, and traffic advice.  
 
ZHB does this by setting up an area program, by stimulating and facilitating cooperation and, where necessary, by carrying out projects requested by road authorities. Because of the large number of replacement and renovation projects, the pressure on accessibility and thus the need for effective regional (digital) traffic management will be considerable in the coming years. 
 
Traffic expertise is vital in this regard. Within that framework, the ZHB VM team provides advice on what is needed for optimal traffic management, thinking in terms of deploying different modalities. Besides traffic flow and safety, sustainability and quality of life are equally important. 
 
The Traffic Advisory Team (VAT) works in five areas. In each area, a VAT area advisor acts as the point of contact for a specific area. These area advisors are supported by traffic advisors. As a coordinating advisor, you are responsible for managing the team of advisors. In addition, you work closely with the VM portfolio holder to set out and draw up the tactical and strategic course of traffic advice, both now and in the future. 


Duties and responsibilities

Coordination tasks:You are responsible for coordinating the advisory team, translating strategy into tactical operations, and monitoring progress. You are the team's primary point of contact, both internally and externally, ensuring that the team can perform as effectively as possible. You chair and initiate various team meetings. You are a connector within the team and responsible for multidisciplinary collaboration with other portfolios. 

Support:You support and contribute ideas to the portfolio holder in tactical and strategic decisions and HR-related matters for the VAT. You plan, organize, and prepare tactical and strategic consultations and present the VAT's commitment and implementation. 

Job Requirements
  • You have a higher vocational education (HBO) level of working and thinking (traffic engineering training is a requirement). 
  • You have at least 5 years of demonstrable substantive experience in the VM field.  
  • You have at least 2 years of experience in team coordination and/or leadership.  
  • You have demonstrable experience working within a complex (public) partnership.

  • Hybrid working possible; our office is located in Schiedam, right next to the Schiedam Centrum railway/metro station (DCMR building).
