Do you want to position cycling as the sustainable alternative in a region where accessibility is increasingly under pressure? Major infrastructure works, growing passenger flows, and ambitious climate targets call for smart and attractive solutions. The bicycle—and everything that goes with it, from sharing concepts to temporary facilities—plays a key role in this. Zuid-Holland Bereikbaar is looking for a Cycling Expert who can link strategy and implementation. In this role, you will guide powerful bicycle measures within the MTA and apply them in practice in the A20 corridor. You will ensure coherence between policy, behavior, and implementation and know how to connect parties around a single goal: getting more people on bicycles, especially at the moments that make a difference.

About Zuid-Holland Bereikbaar
Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail.

Our main task is to improve accessibility in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.

What will you do?
The Expert Fiets is positioned within the MTA's 'Fiets' program line and operates at a strategic and tactical level. You will work closely with the MTA management team and functionally manage the operational coordinators. In addition, you will fulfill a project-specific role within the multi-year accessibility approach for the A20 corridor (2026–2027). You will be part of the A20 core team and work in close coordination with ZHB, relevant authorities, and implementing parties. The combination of both assignments is deliberate: you will ensure substantive coherence, knowledge building, and consistent implementation between programmatic bicycle promotion (MTA) and corridor-oriented application (A20).

You develop, coordinate, and implement comprehensive packages of measures that promote cycling as a sustainable and attractive alternative to driving. You combine policy objectives, behavioral insights, marketing strategies, and operational measures:
  • broad program line within the MTA, and
  • project-specific within the A20 corridor, with emphasis on periods of disruption due to large-scale works

Duties and responsibilities

Development and coordination
  • Designing coherent cycling policy packages based on behavior, trends, and data
  • Translating MTA objectives into concrete measures
  • Implementation of measures within the A20 corridor
  • Coordinate with providers of (shared) bicycles regarding implementation
  • Determining substantive preconditions for procurement
  • Functional management of operational coordinators
  • Monitoring progress, results, and budgets

Innovation and application
  • Identifying new opportunities for (shared) bicycles and promoting cycling
  • Initiating and supervising pilots and temporary measures
  • Contributing to public campaigns and promotional activities
  • Identifying infrastructure and behavioral bottlenecks and advising on improvements

Job Requirements
  • HBO/WO working and thinking level, preferably mobility management, traffic engineering, or similar
  • At least 3 years of experience in the public mobility sector
  • Experience in developing and implementing incentive measures;
  • Knowledge of laws and regulations concerning bicycles and (shared) bicycle systems
  • Experience with data analysis is an advantage
