In the coming years, South Holland will face major accessibility challenges, particularly due to large-scale works along important corridors such as the A20 motorway. Park & Ride (P+R) plays a crucial role in this as a link in the mobility chain. To actually encourage travelers to change their travel behavior, more is needed than just facilities; it requires a smart combination of policy, behavioral insights, marketing, and implementation. Zuid-Holland Bereikbaar is looking for an Expert P+R who can provide strategic and tactical guidance on the development and application of P+R measures, both program-wide within the MTA and on a project basis within the A20 corridor.

About Zuid-Holland Bereikbaar
Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail.

Our main task is to improve accessibility in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.

What will you do?
As an Expert P+R, you will be positioned within the MTA's Park & Ride program line and will operate at a strategic and tactical level. You will work closely with the MTA's management team and will functionally manage the operational coordinators. In addition, you will fulfill a project-specific role within the multi-year accessibility approach for the A20 corridor (2026–2027). In this role, you will be part of the A20 core team and work closely with Zuid-Holland Bereikbaar, relevant authorities, and implementing parties.
The combination of both assignments has been deliberately chosen: you ensure substantive coherence, knowledge building, and consistent implementation between programmatic P+R development (MTA) and corridor-oriented application (A20). You develop and implement integrated packages of measures that encourage the use of P+R as a fully-fledged link in the mobility chain, with special attention to transfer behavior during disruption.

Duties and responsibilities

Development and coordination
  • Designing coherent P+R packages of measures based on passenger behavior, trends, and data.
  • Translating programmatic MTA objectives into concrete measures.
  • Specific application and implementation of measures within the A20 corridor.
  • Advising on the deployment, expansion, and utilization of existing and temporary P+R locations.
  • Coordinate with municipalities, provinces, MRDH, transport operators, and managers of P+R locations.
  • Functional management of operational coordinators.
  • Monitoring the progress, results, and budgets of P+R packages of measures.

Innovation and application
  • Identifying new opportunities around P+R in conjunction with public transport, cycling, and shared mobility.
  • Initiating and supervising pilots and temporary facilities.
  • Contributing to the development of an attractive transfer product (facilities, safety, social quality, and information).
  • Align with communication about passenger information, campaigns, and behavioral measures.
  • Providing input for monitoring, evaluation, and knowledge sharing within MTA and projects.

Job Requirements
  • HBO or WO working and thinking level, preferably in mobility management, traffic engineering, or similar.
  • At least 5 years of demonstrable experience in the public mobility sector.
  • Experience in developing and implementing incentive measures.
  • Knowledge of P+R, transfer points, and chain mobility.
  • Knowledge of relevant laws and regulations in the field of P+R.
  • Experience with data analysis is an advantage.
  • Able to operate in an administratively complex environment and connect multiple parties.
