Public mobility, from trains and buses to shared mobility and public transport by water, plays a key role in this. Zuid-Holland Bereikbaar is looking for a Public Mobility/Public Transport Expert who can link strategy and implementation. In this role, you will guide packages of measures that encourage travelers to travel differently, ensure coherence between program and practice, and make a difference in one of the region's biggest accessibility challenges, the A20 corridor. With your vision, professional knowledge, and connecting power, you will help build a future-proof mobility system for travelers.

About Zuid-Holland Bereikbaar
Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail.

Our main task is to improve accessibility in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.

What will you do?
As an Expert in Public Mobility/Public Transport, you will work at the intersection of strategy and implementation. You will be positioned within the MTA's Public Mobility program line and will also play a key role in the multi-year accessibility approach for the A20 corridor (2026–2027). You will develop and coordinate integrated packages of measures that encourage the use of public mobility. In doing so, you will combine policy objectives,
behavioral insights, marketing strategies, and operational measures. You ensure that travelers are encouraged to choose public transport, target group transport, shared mobility, or public transport by water, especially during disruptions caused by large-scale construction work. The strength of this role lies in the combination of:
  • Program line-wide within the MTA: you will develop a robust and future-oriented approach to public mobility in South Holland.
  • Project-specific within the A20 corridor: you apply this approach in practice in a complex area project with a major impact on passenger flows.

This ensures substantive coherence, knowledge building, and consistent implementation between the program and the corridor.

Duties and responsibilities

Development and coordination
  • Designing coherent packages of measures for public transport, target group transport, and shared mobility based on passenger behavior, trends, and (passenger) data.
  • Translating programmatic MTA objectives into concrete and actionable measures.
  • Project specification and application of measures within the A20 corridor.
  • Coordinate with transport operators (bus, train, tram, metro), providers of target group transport, shared mobility, and public transport by water.
  • Aligning substantive preconditions for procurement purposes.
  • Functional management of operational coordinators in the implementation of measures.
  • Monitoring the progress, results, and budgets of the Public Mobility package of measures.

Innovation and application
  • Identifying new opportunities in the areas of public mobility, chain mobility, and public transport by water.
  • Initiating and supervising pilots and temporary measures.
  • Advising on strengthening and making better use of existing public transport connections during periods of disruption.
  • Identifying bottlenecks in station areas, stops, and transfer points and advising on temporary and structural improvements.
  • Contributing to public campaigns and promotional activities from an integrated MTA perspective.

Job Requirements
  • HBO or WO working and thinking level, preferably in mobility management, traffic engineering, or a similar field.
  • At least 3 years of demonstrable experience in the public mobility or public transport sector.
  • Experience in developing and implementing incentive measures.
  • Knowledge of relevant laws and regulations in the field of public transport.
  • Understanding the functioning and interrelationships of different modes of public mobility.
  • Experience with data analysis is an advantage.
