At Zuid-Holland Bereikbaar, we face an important mission: to improve accessibility in one of the Netherlands' busiest regions. Given the significant infrastructure, public transport and housing challenges, an integrated approach is essential for success. We will no longer get there with a nuisance package per project, but must work together with all partners in the area towards an area approach with an area agenda and a coherent package of measures. For this job, Zuid-Holland Bereikbaar is looking for implementation support in two areas in South Holland. Working together with and connecting many different parties, making appointments, doing reporting and cooperating and researching in the analysis; it is all part of your tasks. Interested? About Zuid-Holland Bereikbaar
South Holland is busy. Over 3.5 million people want to get on the road smoothly and safely every day. Workers go to work. Truck and delivery traffic drives back and forth with goods and packages. And public attractions and events also bring in a lot of people. How do we keep our region accessible? Because the economy is growing, which attracts even more people and businesses. Some 200 thousand homes are also being built in our region and many roads, bridges and tunnels need to be replaced or renovated. This work will lead to additional congestion on the roads, on the water and on public transportation. If we do nothing, South Holland will be at a standstill even more often. That is why eight public organizations are joining forces in the cooperation Zuid-Holland Bereikbaar. In our joint implementation program, we guide traffic in the right direction and coordinate our activities per area. At the same time, we are helping travelers and businesses choose smart and sustainable ways to travel and transport. Together - governments, (transport) companies, employers, visitors and residents - we will keep Zuid-Holland on the move. 
In Zuid-Holland Bereikbaar, the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, Metropolitan Region of Rotterdam The Hague, the municipality of The Hague, the municipality of Rotterdam, ProRail and the Port of Rotterdam Authority are working together to make South Holland accessible.

Area-based approach South Holland Reachable
South Holland is divided into five areas, being:
  • South Holland islands and Rotterdam port
  • Rotterdam and surroundings
  • Haaglanden
  • Drechtsteden and surroundings
  • Central Holland and Holland Rhineland

One of the core tasks of Zuid-Holland Bereikbaar is to implement the area-based approach. The area approach aims to achieve a coherent package of measures aimed at ensuring accessibility and stimulating mobility transition within an area.
Broadly speaking, there are five distinguishable steps in the area approach:
  • Area analysis
  • Cohesive package of measures
  • Agreements on implementation, organization and funding
  • Implementation measures
  • Monitoring and evaluation

The five areas are very different in terms of ambitions and involvement of parties, tasks and mobility, and also in where they stand with an area-specific approach. In the area of the islands of Zuid-Holland and the port of Rotterdam, for example, there is already an area table for part of the area and outlines of the approach are visible. Rotterdam and Drechtsteden also have shared principles and ways of working. Haaglanden and Midden Holland and Rijnland are at the beginning of this process and here all this still needs to be built up.
Each area is managed from Zuid-Holland Bereikbaar by an MT member. In addition to his/her area portfolio, he/she also has a substantive portfolio under his/her belt. Together with the involved parties in the area they give hands and feet to the area-oriented approach.

What will you do?
The assignment is to support and help shape an area-based approach in the areas: 1) Haaglanden and 2) Midden-Holland and Holland-Rijnland.
The work largely consists of the following activities:

Coordination and support
  • Schedule various consultations with various individuals within ZHB and from stakeholders in the areas.
  • Reporting of consultations.


Collaboration
  • Promoting cooperation between parties.
  • Actively establish connection between stakeholders by area.
  • Support in facilitating the process with parties around the creation of an area agenda and a joint package of measures.

Analysis and planning
  • Desk research on area analysis: what does the area look like in terms of mobility, road congestion, public transport, cycling and, for example, shared mobility. Using all the knowledge and information available among the various parties.
  • Support in putting together tasks, ambitions and area image to arrive at an area analysis.
  • Providing presentations.

Progress monitoring
  • Monitor progress of the area-based approach to the portfolio holder (MT member) and coordinators within mobility management.
  • Monitoring synergy and identifying opportunities across areas.

Job Requirements
We are looking for a hands-on area/project support person:
  • HBO working and thinking level.
  • A team player accustomed to working in a complex stakeholder field and able to build effective partnerships.
  • Someone who gets hands-on, chases people down, keeps progress in sight.
  • Someone who proactively supports the relevant MT member in scheduling meetings, taking minutes and following up on actions.
  • You are also expected to take a role yourself in the process of area analysis and pulling together information, organizing and presenting it in a logical manner.

We are looking for someone who monitors progress and cooperation with all parties. A real organizer who makes agreements, arranges practical matters, does reporting, has an eye for the people in this cooperation and supports to make the area-oriented approach a success. Connecting is a verb and you know how.
You will soon be active in two areas in South Holland and can therefore also monitor synergy across areas and identify opportunities between areas or across areas.

The Project/Area Support Officer should have the following capabilities:
  • Current experience in the field of project/area support.
  • Experience working in collaborations with government parties.
  • Some knowledge of South Holland in the field of mobility and accessibility. Affinity with the field of mobility/accessibility.
  • Able to take on several things at once and maintain overview.
  • Able to look beyond sec making appointments and doing reporting, but also have a feel for what is going on with parties and be able to do desk research analysis.
  • Results-oriented, incisive, connecting and can work independently.


Good to know
  • 24 hours, to be scheduled by mutual agreement.
  • Hired for minimum period of one year; extension possible.
