As an Area Director, you serve as the link between government agencies, businesses, and community partners. You work on complex mobility issues and, together with partners, develop smart solutions that keep travelers and transportation providers moving. In doing so, you combine strategic insight with a pragmatic approach and know how to bring people and organizations together.

Who is ZHB?
Zuid-Holland Bereikbaar (ZHB) is a unique partnership between the Ministry of Infrastructure and Water Management, Rijkswaterstaat, the Province of South Holland, the Municipality of The Hague, the Municipality of Rotterdam, the Rotterdam-The Hague Metropolitan Region (MRDH), the Port of Rotterdam Authority, ProRail, and Drechtsteden.

Our shared primary mission is to improve accessibility in South Holland. To achieve this, we work with our partners to ensure that disruptions caused by large-scale construction projects are kept to a minimum. We do this by minimizing disruptions resulting from road, rail, and waterway construction as much as possible, while simultaneously contributing to the transition to sustainable mobility. Within ZHB, professionals from various disciplines work together on current mobility issues. We are a network organization centered on collaboration, ownership, and results. Approximately 100 people work at ZHB, consisting of a core staff of about 30 employees and roughly 70 people in a flexible workforce.

What will you do?
As the Haaglanden Regional Director for Sustainable Accessibility, you are responsible for coordinating the area-specific approach within the Haaglanden region. You will develop, coordinate, and monitor integrated mobility programs focused on accessibility, reducing disruption, and sustainable mobility. You translate policy goals into concrete measures and programs and ensure that all stakeholders collaborate effectively to achieve shared goals. In doing so, you move seamlessly between operational, tactical, and administrative levels.
You’ll be working in a dynamic environment where municipalities, provincial governments, the national government, businesses, and other stakeholders each have their own interests and responsibilities.

Duties and responsibilities
Project Management and Coordination
  • Identifying opportunities and possibilities within the area.
  • Overseeing the integrated area-based approach within Haaglanden.
  • Identifying regional priorities and region-wide challenges.
  • Ensuring the coherence, quality, and progress of projects and programs.
  • Chair the Civil Service Consultative Committee (AO), prepare for executive and administrative decision-making in a secretarial capacity, and thus serve as a liaison to the executive and administrative levels.
  • Organizing and facilitating discussions, work sessions, and meetings.
  • Drafting administrative documents, presentations, and decision-making documents.
  • Coordinating the alignment between strategic goals and operational implementation within the Haaglanden region
  • Aligning the interests of stakeholders and regional partners with the long-term vision for the region and ZHB.
  • Identifying regional priorities and region-wide challenges.
  • Escalating cross-portfolio issues.

Monitoring and Development
  • Preparing quarterly reports, evaluations, and progress reports.
  • Monitor project results, budgets, and schedules. Monitor regional goals, make adjustments as needed, and provide timely updates to PH/Regional Teams
  • Identifying risks, challenges, and opportunities within the area.
  • Ensure that project records are up-to-date and reliable.

Collaboration and Strategy
  • Establishing the area-specific goals based on a shared ZHB-wide perspective (guided by the strategic document).
  • Establishing and overseeing neighborhood-based approaches, neighborhood roundtables, and neighborhood programs.
  • Ensure a comprehensive balance between planning, communication, traffic management, and mobility management for the area-based approach.
  • Organize meetings of the internal area team in a timely manner and at least once a quarter to inform coordinators and involve them in developments in the area so that the coordinators can perform their work effectively.
  • Linking policy objectives to specific, area-based measures.
  • Contribute to the continued development of the integrated area-based approach.
  • Organizing synergies between projects and regional initiatives.
  • Provide advice on strategic decisions within the Haaglanden Sustainable Accessibility Program
  • Representing ZHB in regional partnerships, networks, and regional roundtables.



Who are we looking for?
We are looking for a strong partner who can effectively bridge the gaps between substance, process, and collaboration. You have strong analytical skills, are adept at managing diverse interests, and know how to engage people in change and development.

You possess:
  • HBO or WO level of work and thinking.
  • A degree in mobility, urban planning, social geography, public administration, or a related field.
  • At least 5 years of relevant work experience in mobility, area development, program management, or a similar field.
  • Demonstrable experience with complex area-specific projects.
  • Experience working in a political and administrative environment.
  • Knowledge of mobility issues, program management, and behavioral change.
  • Experience with stakeholder management and integrated collaboration.
  • Excellent oral and written communication skills.
