Are you good at organizing, connecting, and maintaining an overview?
To support our regional approach, Zuid-Holland Bereikbaar (ZHB) is seeking a Regional Secretary. In this mid-level role, you will support the portfolio holder and regional director in our activities in the Rotterdam region and surrounding areas. You will ensure that collaboration, agreements, and progress are well organized. You will serve as the link between regional partners, project teams, and ZHB’s internal organization.

About Zuid-Holland Bereikbaar
Zuid-Holland Bereikbaar is a partnership between the Ministry of Infrastructure and Water Management, Rijkswaterstaat, the Province of South Holland, the Municipality of The Hague, the Municipality of Rotterdam, the Metropolitan Region of The Hague-Rotterdam (MRDH), the Port of Rotterdam Authority, and ProRail. It was recently decided that the Drechtsteden region will join the partnership this year.

Our main task is to improve accessibility in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.

What will you do?
As Area Secretary, you will support the implementation of the area-based approach in the Rotterdam region. You will focus on organizing, structuring, and monitoring collaboration between government agencies and partners. You will assist in developing an area agenda and a coherent set of measures, and monitor their progress. You will support the Area Director and the portfolio holder in preparing for meetings with directors and administrative bodies.
You play an advisory role for project teams: ZHB operates across projects with the goal of structurally improving accessibility in the regions. In doing so, you help ensure that projects contribute to the shared regional goals.

Duties and responsibilities

Coordination and support
  • Planning and organizing meetings with internal colleagues and external stakeholders.
  • Preparing agendas and meeting documents.
  • Taking care of reporting, decisions, and action lists.
  • Monitoring the follow-up of agreements and action points.

Collaboration and process support
  • Facilitating and strengthening cooperation between governments and partners in the area.
  • Supporting the process of developing regional agendas and related packages of measures.
  • Promoting coordination and connection within and between areas.

Analysis and substantive support
  • Collecting, organizing, and presenting area information.
  • Assist in preparing presentations, memos, and progress reports.

Progress monitoring and reporting
  • Monitoring the schedule and progress of the area-specific approach.
  • Identifying bottlenecks, risks, and opportunities and making them open to discussion.
  • Report to the regional portfolio manager and the relevant coordinators.

Job Requirements
  • College or university level of work and thinking.
  • 3–5 years of experience in a support role within projects or programs.
  • Experience working in an administrative or public collaborative context.
  • An interest in mobility, infrastructure, and accessibility
  • You take the initiative in supporting the regional portfolio manager and the ZHB regional team.

Good to know
  • 24-32 hours, negotiable schedule.
  • The position is intended to be temporary for a period of one year; extension is desired and possible.
