Who is ZHB?
Zuid-Holland Bereikbaar is a partnership between the Ministry of Infrastructure and Water Management, Rijkswaterstaat, the Province of South Holland, the Municipality of The Hague, the Municipality of Rotterdam, the Metropolitan Region of The Hague-Rotterdam (MRDH), the Port of Rotterdam Authority, ProRail, and Drechtsteden.



The roads, bridges, tunnels, and railways in South Holland are old and heavily used. That’s why maintenance is necessary, and the work can’t wait any longer. This will result in road closures, detours, and increased traffic. But this maintenance is important. It ensures that everyone can continue to travel quickly and safely to work, school, or to visit family in the future. And it keeps homes, stores, and businesses easily accessible.

Our main task is to improve accessibility in South Holland. To achieve this, we work with our partners to minimize disruption during construction projects and contribute to the transition to sustainable mobility. We have approximately 100 employees at ZHB. This includes a core staff of about 30 employees and approximately 70 people in a flexible workforce.

Our organization is growing, evolving, and innovating—and we need your HR expertise to help us do that. 

We’re looking for an experienced HR business partner who enjoys helping to build a complex and dynamic organization. Someone who isn’t afraid to step into the unknown, who gets energized by creating structure, establishing policies and processes, and just getting things done. 

This is what you will do 
As an HR business partner, you serve as a strategic advisor to management. You translate policy into practice, identify opportunities for improvement, and guide processes that help the organization and its employees move forward. You switch easily between advising, implementation, and development—and adapt seamlessly to a dynamic environment. 
 
  • You will supervise recruitment and selection processes in collaboration with Purchasing. 
  • You will advise on personnel issues such as capacity management, onboarding and organizational development. 
  • You further pick up on building the job house (HR21).
  • You optimize HR processes and make them clear and practical. 
  • You will actively contribute to projects in areas such as sustainable employability and organizational and cultural development. 
  • You create support and work closely with colleagues within Operations. 
 
What do you bring? 
  • A completed associate's degree (preferably in HRM or Business Administration). 
  • Minimum 3 years of experience in a similar HR consulting role. 
  • Knowledge of employment law, HR policies and relevant systems (such as AFAS and Office 365). 
  • A proactive attitude, keen eye, good pen and strong communication skills. 
  • You are sensitive, shift gears easily and are results-oriented.
