Who is ZHB?
Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail.

Our main task is to improve accessibility and livability in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.

Your challenge
You will work in the HR team together with the HR manager and the HR advisor. As HR employee, you play a crucial role in keeping our HR administration in order in Afas. You are the point of contact for PMO and the portfolio holders when starting and renewing contracts and you ensure flawless HR administration. All activities around on- and offboarding are also part of your duties.

In addition, we expect you to actively think along and contribute to the continuous improvement of our services and business processes. Examples of improvements are optimizing the hiring process and setting up the workflow in Afas. HR is part of the umbrella team Operations with Purchasing, Finance, Project Management and Office Management. The Operations team is small, the range of tasks broad so working together is very important.

  • A proactive attitude and strong communication skills.

Core duties and responsibilities
  • Maintain and update HR contract files (hiring and secondments).
  • Processing mutations and other relevant data in the HR system (Afas).
  • Monitoring hiring deadlines and extending them in a timely manner when necessary.
  • Making analyses for the MT regarding occupancy and DAS.
  • Onboarding: ensure preparation of necessary materials, workplace, IT resources for new employees.
  • Offboarding: coordinate the process for employees leaving the organization. Ensuring timely collection of company property and (de)activating access to company systems in collaboration with the IT department.
  • First point of contact for employees for HR-related questions.
  • Support internal communications regarding HR policies, procedures and updates.

What do you bring?
  • At least a completed MBO education in the direction of HRM;
  • Minimum 3 years of experience in a similar position;
  • Knowledge of HR systems, Excel and Afas;
  • Excellent communication skills, both written and verbal;
  • Analytical, proactive, solution-oriented and you can handle confidential information well.

Good to know
  • 32 hours, negotiable schedule.
  • Present at location Delft and/or Rotterdam approx. 2 days per week, otherwise working from home (hybrid).
  • Hiring period minimum until December 31, 2025.
