Zuid-Holland Bereikbaar (ZHB) is looking for a Purchasing Advisor within the Operations portfolio. Our organization is still fairly new and there is plenty to build. Who is ZHB?
Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail.
Our main task is to improve accessibility and livability in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition.



What do we expect from the procurement consultant?
The pressure on Accessibility is increasing which means that there is a lot of demand for mobility measures. To that end, there is a lot of pressure on the Operations portfolio to keep all processes running as smoothly as possible.
In order to effectively manage procurement activities, South Holland Reach is looking for a Procurement Advisor. In this position, you will make an active contribution to the organization to make all procurement processes run as smoothly as possible. You will focus on both operational activities and strategic issues. You advise colleagues on questions and supervise tenders. You keep close contact with portfolio holders, project leaders and our cooperation partners. In addition, you work closely with the finance and projects department to implement and further develop all processes.

Duties and responsibilities
  • Advise and support employees in procurement processes from needs mapping through invoicing and relationship management. Including being responsible for answering verbal and written inquiries from the organization and managing procurement mailboxes;
  • Identifying what goods and services South Holland Bereikbaar needs and based on this, conducting market research and selecting purchasing relationships. providing solicited and unsolicited advice on purchasing strategies;
  • Managing the entire procurement process, from identifying potential suppliers through to contracting including negotiating prices, terms and conditions. This involves working closely with various departments within the organization to gather a wide range of information and insights essential for an effective procurement policy;
  • Keeping the procurement administration in order in AFAS with details of all procurement relationships, purchase orders, contracts including obligation administration;
  • Control whether the goods and services delivered, whether agreements made are kept, quality is in order and invoices are paid on time.
  • Supervising DAS queries

Competencies and skills
  • Analytical ability, able to see opportunities for cost reduction in purchasing
  • Good social and communication skills, the procurement consultant must be able to get along well with both suppliers and internal staff.
  • Problem solving ability, able to be flexible and quick to move on when new needs arise from the base organization and project organization;
  • Initiative, he must be able to quickly understand market developments and then respond proactively and creatively;
  • Team player at heart, can work well with multiple portfolios and teams to align procurement policies based on needs and goals.
