Due to a number of planned procurement processes, Zuid-Holland Bereikbaar (ZHB) is seeking a second procurement advisor to strengthen our team. In the coming period, we will begin preparing for and conducting various procurement processes, ranging from multiple negotiated procedures to European tenders. To ensure these projects are completed on schedule without compromising the continuity of our regular procurement activities, we are temporarily expanding our team. Together with our permanent procurement advisor, you will share the workload and ensure that the tenders are carried out efficiently, carefully, and within the established timeline.

You’ll work as part of a small, dedicated team within Operations (14 people) and support the organization with your attention to detail, analytical skills, and collaborative spirit.

Who is ZHB?
Zuid-Holland Bereikbaar is a partnership between the Ministry of Infrastructure and Water Management, Rijkswaterstaat, the Province of South Holland, the Municipality of The Hague, the Municipality of Rotterdam, the Metropolitan Region of The Hague-Rotterdam (MRDH), the Port of Rotterdam Authority, ProRail, and Drechtsteden.

Our main task is to improve accessibility in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.

What will you do?
As a procurement advisor, you are the linchpin of the procurement process at Zuid-Holland Bereikbaar. You ensure that your colleagues have access to the right goods and services, under the best terms and conditions, while maintaining a focus on quality, compliance, and collaboration. You oversee the entire procurement process: from the initial needs assessment to contract management and evaluation.
Your responsibilities will include:
  • You will advise and support portfolio managers and project leaders throughout the entire procurement process: from assessing needs and selecting the right procurement strategy to contract management, invoicing, and supplier relations. In addition, you will serve as the point of contact for procurement-related questions from within the organization and, together with your colleague, manage the central procurement email inbox.
  • You will identify the organization’s procurement needs, conduct market research, and select suitable suppliers. Drawing on your expertise, you will provide both solicited and unsolicited advice on the most effective and efficient procurement strategy.
  • You will oversee tenders and other procurement processes from start to finish. You will meet with suppliers, negotiate prices, terms, and contracts, and work closely with colleagues from various teams to achieve the best possible results.
  • You will ensure that the purchasing records in AFAS are reliable and up-to-date. You will manage data related to suppliers, contracts, purchase orders, and accounts payable, ensuring that everything is transparent and properly documented.
  • You will monitor the implementation of agreements that have been made. You will verify that goods and services meet the agreed-upon quality standards, ensure compliance with contracts, and make sure that invoices are processed accurately and on time.

With your knowledge, advice, and organizational skills, you will make a direct contribution to a professional, efficient, and future-proof procurement policy at Zuid-Holland Bereikbaar.

  • At least a higher vocational education (HBO) or university (WO) level of work and thinking.
  • Several years of experience in a similar procurement role within the public sector.
  • Knowledge of the relevant national and European laws and regulations governing procurement and public contracting.
  • Experience in preparing, conducting, or overseeing procurement and bidding processes.
  • A customer-focused attitude and a genuine interest in the needs of colleagues and suppliers.
