Due to a sabbatical taken by our Portfolio Holder (PH), Zuid-Holland Bereikbaar (ZHB) is seeking an experienced replacement who will ensure continuity, stability, and progress within the traffic management portfolio and the Drechtsteden & Alblasserwaard regional portfolio for approximately five to six months. The focus is on continuing ongoing projects and programs, ensuring the internal implementation of new activities, maintaining administrative and official relationships, and representing ZHB within the relevant collaborative structures, both within and outside ZHB.

This is an interim role: you will build upon existing agreements, structures, and partnerships while remaining open to making adjustments as needed. For both portfolios, you will be supported by an experienced “right-hand person” with whom you will work closely, as well as by the various teams. As a PH, you are part of the ZHB management team and, together with the other portfolio holders and the director, you are responsible for the organization as a whole. Each PH combines a substantive portfolio with a regional portfolio. In your role within the MT, you coordinate ZHB’s efforts in the field of traffic management across the full spectrum: strategic, tactical, and operational.

About Zuid-Holland Bereikbaar
Zuid-Holland Bereikbaar (ZHB) is a partnership between the Ministry of Infrastructure and Water Management, Rijkswaterstaat, the Province of South Holland, the Municipality of The Hague, the Municipality of Rotterdam, the Metropolitan Region of The Hague-Rotterdam (MRDH), the Port of Rotterdam Authority, and ProRail. It was recently decided that the Drechtsteden region will join the partnership this year. Our main tasks are reducing traffic disruption, facilitating the mobility transition, and encouraging the spreading out and avoidance of rush-hour travel through an area-specific approach in South Holland. To achieve this, we work with our partners to ensure that disruption during construction work remains limited and contribute to structural behavioral change and a sustainable mobility transition. About 100 people work at ZHB. This includes a core staff of approximately 30 employees and about 70 people in a flexible workforce. 


What will you do?
Drechtsteden and Alblasserwaard Regional Portfolio
You will serve as the primary point of contact for all our activities in Drechtsteden & Alblasserwaard. You actively maintain administrative and official networks with the relevant partners. You ensure a thorough understanding of the dynamics, interests, and developments within the region and translate these into a coherent approach by ZHB. You coordinate ZHB’s activities within the region and, as an internal client, monitor the coherence between projects, programs, and cooperation agreements. In doing so, you ensure alignment between the regional mission and ZHB’s broader objectives and priorities. You work closely with other portfolio holders and your multidisciplinary ZHB regional team and contribute to effective, region-focused collaboration with our regional partners, allowing for local initiatives within ZHB’s framework.

Traffic Management Portfolio
You are responsible for setting the strategic direction and, based on that, ensuring the continuity, quality, and coherence of ZHB’s traffic management activities. You provide guidance for ongoing projects and programs and ensure effective coordination with partners such as Rijkswaterstaat, the province, and municipalities. You monitor agreements, administrative frameworks, and schedules, and promptly identify risks and bottlenecks that could affect progress or quality. You monitor developments in the fields of traffic management, mobility, and network control and know how to interpret these in light of ZHB’s objectives. You translate these insights into concrete courses of action for ZHB and our regional partners. Here, too, you consistently establish connections with other portfolios—particularly mobility management, communication, and the area-specific approach—to ensure that ZHB’s efforts remain integrated and coherent. You will not do this alone, but together with the ZHB traffic team.
 
Management Team and Governance
As a member of the Management Team, you and the other members share overall responsibility for the organization’s direction, results, and continuity. In this role, you actively contribute to strategic decision-making and think across the entire organization, keeping in mind the interconnections between the various portfolios and regional tasks. You carefully weigh the interests of the various partners and contribute to joint decision-making within the Executive Management Team. You participate in governance meetings such as the Account Holders’ Meeting and the Steering Group. In these forums, you represent ZHB in a manner that is administratively sensitive and unifying.

What do you bring?
  • WO working and thinking level.
  • At least 5 years of demonstrable experience in a comparable strategic (management) role within a public or public-private organization.
  • Demonstrable knowledge of and experience with traffic management and/or mobility issues.
  • Experience working in complex (regional) partnerships involving multiple administrative partners.
  • Strong administrative acumen and situational awareness.
  • Strong analytical skills, a natural team player, and able to quickly bring clarity and calm to a situation.
  • Independent, results-oriented, and comfortable in a temporary acting role.

Good to know
  • This is a temporary replacement position. The timeline is as follows: handover and onboarding in August; acting role from September through December 2026; handover in January 2027.
  • A workweek of up to 36 hours, with flexible scheduling available upon consultation.
  • Hybrid work is possible; our office is located in Schiedam, right next to the Schiedam Centrum train and metro station (DCMR building).
  • The preferred office days are: Monday (MT), Tuesday (regional team), and Wednesday (traffic team).
