Role description and task arrangements

Who is ZHB?
Zuid-Holland Bereikbaar (ZHB) is a partnership between the Ministry of Infrastructure and Water Management, Rijkswaterstaat, the Province of South Holland, the municipalities of The Hague and Rotterdam, the Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority, and ProRail. It was recently decided that the Drechtsteden region will join the partnership this year.

Our main task is to reduce nuisance, promote mobility transition, spread rush hour traffic, and avoid congestion through an area-based approach in South Holland. To achieve this, we work with our partners to ensure that nuisance during construction work is kept to a minimum and contribute to structural behavioral change and a sustainable mobility transition. Approximately 100 people work at ZHB. This consists of a permanent base of around 30 employees and around 70 people in a flexible shell. 

What will you do?
Due to the large number of replacement and renovation projects, pressure on accessibility in South Holland will increase significantly in the coming years. This calls for effective and forward-looking traffic management.
As a mid-level traffic consultant, you will play a key role in improving regional traffic management. Within the traffic team, you will serve as a key point of contact for projects addressing traffic disruptions and will work closely with colleagues in areas such as scheduling, mobility management, and communications.

You will be combining two roles:
  • Project Consultant for Nuisance Mitigation Projects
  • Contributor to standardized procedures and frameworks within ZHB
This allows you to develop your skills on the job while making a direct contribution to the professionalization of the traffic team.
In addition, you will contribute to the further development of the Multipurpose Tactical Framework, which serves as an important decision-making framework for projects involving public inconvenience

Duties and responsibilities

Coordination and standardization
  • In collaboration with the Programming portfolio, prepare and maintain an up-to-date and comprehensive overview of projects.
  • Contribute to the development and implementation of a ZHB-wide standardized approach to projects.
  • Ensure coordination and involvement of other departments (including mobility management and communications).
  • Contribute to knowledge sharing and the continued professional development of the traffic team.

Project Consulting
  • Act as a traffic engineer on projects involving traffic disruptions (planning and/or implementation phase).
  • Provide advice on impacts, bottlenecks, and measures from a multimodal perspective.
  • Monitoring and evaluating traffic measures during projects.

Development and Framework
  • Contribute to the development and updating of the Multi-Purpose Tactical Traffic Framework.
  • Work with the Digitalization & Development Advisor to ensure the framework remains up-to-date and applicable.

Job Requirements
  • A college-level education with a degree in traffic engineering.
  • At least 5 years of demonstrable experience in traffic consulting.
  • At least 3 years of experience leading projects or consulting engagements.
  • Demonstrable experience in a coordinating role (process management).
  • Demonstrable experience working within a complex public partnership.
  • Experience with traffic analysis tools such as Trafficdash, Dexter, and TomTom Move.

Good to know
  • 18-24 hours, negotiable schedule.
  • Hybrid work is possible; our office is located in Schiedam, right next to the Schiedam Centrum train and metro station (DCMR building). The lease can be extended twice for one year each.
  • Wednesday is a mandatory team day, and attendance is required
