Who is ZHB?
Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail.

Our main task is to improve accessibility in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.

What will you do?
As a Medior Mobility Advisor, you will work to improve accessibility and promote the mobility transition in South Holland. You will perform analyses, develop interventions, advise organizations, and contribute to projects that make a difference in the mobility transition. You will work independently, but in close collaboration with colleagues, partners, and stakeholders in the region. You are aware of the issues facing employers, educational institutions, and travelers, and know how to inspire them to adopt more sustainable travel behavior.

Within this assignment, you will be deployed as a mobility advisor to two target groups within mobility management: employers and education.
For the employer approach component, you will support employers in gaining insight into mobility issues and the travel behavior of employees. You will analyze mobility patterns, identify opportunities and bottlenecks, and advise on appropriate mobility measures.
You will also be deployed within the education cluster. In this role, you will approach educational institutions during periods when work is being carried out on the main road network. You will inform schools about the expected impact on accessibility and advise on appropriate mobility measures for teachers and students. The aim is to limit disruption and support schools in making informed choices.
You are responsible for carefully recording the process, progress, and results in the CRM system.
You will be working in the Drechtsteden & Alblasserwaard and Rotterdam & surrounding areas. In both areas, you will be working with a multidisciplinary team that focuses on ensuring accessibility and achieving structural behavioral change.


Duties and responsibilities
  • You analyze mobility issues and draw up concrete recommendations.
  • You identify opportunities and bottlenecks and translate these into practical solutions.
  • You maintain contact with stakeholders and advise them on sustainable mobility choices.
  • You carry out impact assessments, monitor and analyze the effectiveness of interventions, and make suggestions for improvement.
  • You make a substantive contribution to area-, project-, and target group-oriented interventions.
  • You develop and implement behavioral measures.
  • You will contribute to the implementation of area-specific
mobility projects.
  • You secure results and interventions in CRM or other record systems.
  • You contribute to quality assurance within projects.
  • You will provide input for reports, work plans and program documents.

Job Requirements
  • HBO work and thinking level
  • Minimum of 3 years relevant experience in mobility issues, behavior change and consulting.
  • Conducted at least two reference projects aimed at influencing employee and employer behavior.
  • Experience working in a political-administrative or social context.
  • Skill with analysis tools and SaaS solutions in the field of traffic and mobility.
  • Strong communication skills, both verbal and written.
  • Current knowledge of relevant laws and regulations and trends in accessibility and mobility transition.
  • Pré network in education and knowledge of teacher and student mobility

Good to know
  • 24-32 hours, to be arranged in consultation. At ZHB, we work on a contract basis, so you will work the number of hours agreed upon within your projects.
  • Hybrid working, partly on location in Schiedam and partly from home.
