Do you want to help make South Holland more accessible? As a Mobility Advisor, you will help employers and employees make smart, clean and efficient travel choices. You will have the opportunity to help build a young organization, gain valuable experience and make a visible contribution to the mobility transition in the South Holland region.

Who is ZHB?
Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail.

Our main task is to improve accessibility in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.

What will you do?
As a Mobility Advisor, you will work at the intersection of strategy, tactics, and implementation within Zuid-Holland Bereikbaar’s regional approach. You will provide evidence-based advice to employers, government agencies, and other stakeholders on sustainable mobility and structural behavioral change, with the goal of reducing traffic congestion and contributing to a robust and future-proof mobility network. You work independently while simultaneously serving as a bridge between policy, projects, and practice. Within this assignment, you will focus on the employer target group in the Drechtsteden & Alblasserwaard region. You will work at the strategic, tactical, and operational levels to strengthen and further develop the employer approach within the region. In doing so, you will look beyond individual measures and develop coherent solutions that align with the regional challenges and the goals of ZHB.
In addition to your advisory role with employers, you will make a substantive contribution to the medium-term solutions within the MTA A15 approach as a mobility advisor. You will balance the interests of employers, umbrella organizations, and local partners with ZHB’s organizational goals, ensuring alignment between policy and implementation. By approaching measures at the regional level, you will increase the effectiveness and scalability of interventions and achieve lasting results for public transit, cycling, and other mobility solutions.

You actively seek connections with other approaches and program lines within ZHB. Linking these approaches creates synergy and an integrated area approach that contributes to a robust mobility network. In doing so, you act as a substantive sparring partner for colleagues, partners, and stakeholders and contribute to knowledge sharing within the organization.
You maintain relationships with employers and relevant partners and focus on the quality, progress, and effectiveness of the measures implemented. You record insights, decisions, and results in the CRM system and provide input for evaluations, reports, and the further development of the employer approach.


Duties and responsibilities
  • Develops, implements and evaluates area mobility management programs.
  • Works at area and project level and connects them within the unified mobility approach.
  • Performs analyses based on origin and destination data, area profiles and mobility scans.
  • Analyzes behavioral and mobility patterns and translates them into effective measures.
  • Supports the development of incentive packages and behavior change measures
  • Builds and maintains a network of businesses and organizations in the region.
  • Directs (partial) projects and ensures coordination between internal and external parties.
  • Contributes to the connection between mobility management, other portfolios and projects in the areas.
  • Monitors progress, results and quality of implemented projects.
  • Develops and presents concrete advice to employers, governments and educational institutions.
  • Evaluates the effectiveness of measures and makes suggestions for improvement.
  • Ensures assurance of results in reporting and recording systems.
  • Contributes to knowledge sharing and continuous improvement of approaches within the Mobility Management portfolio.

Job Requirements
  • HBO work and thinking level
  • At least 3 years of relevant experience in mobility issues, behavioral change, and consulting.
  • Conducted at least two reference projects aimed at influencing employee and employer behavior.
  • Experience working in a political-administrative or social context.
  • Skill with analysis tools and SaaS solutions in the field of traffic and mobility.
  • Strong communication skills, both verbal and written.
  • Current knowledge of relevant laws and regulations and trends in accessibility and mobility transition.
  • Demonstrated experience in knowledge transfer

Good to know
  • 32 hours, negotiable schedule.
  • Hybrid working, partly on location in Schiedam and partly from home.
  • Hired for minimum period of one year; 2x extension possible.
