Who is ZHB?
Zuid-Holland Bereikbaar is a partnership between the Ministry of Infrastructure and Water Management, Rijkswaterstaat, the Province of South Holland, the Municipality of The Hague, the Municipality of Rotterdam, the Metropolitan Region of The Hague-Rotterdam (MRDH), the Port of Rotterdam Authority, and ProRail.
Our primary mission is to improve accessibility in South Holland. To achieve this, we work with our partners to minimize disruption during construction projects and help foster lasting behavioral change. We have approximately 100 people working at ZHB. This includes a core staff of about 30 employees and roughly 70 people in our flexible workforce.
Project Management Organization
The Project Management Organization (PMO) ensures a consistent approach to the project process, sets up projects in AFAS, establishes the team environment for each project, updates the project portfolio, and coordinates resources and progress reports. Current projects include major maintenance and redesign of roads such as the A15, A20 corridor, and N14, as well as renovations of bridges (including the Van Brienenoord Bridge and Papendrecht Bridge) and tunnels (including the Noord, Drecht, and Benelux Tunnels). For such projects, ZHB develops and implements a package of mobility measures to minimize disruption, working closely with the clients’ project teams. ZHB also works on sustainable behavioral change and plays an active role in the Rush Hour Spreading and Avoidance Program. Our project volume is approximately 5 million euros in 2026. ZHB is evolving into a more data-driven and uniformly operating organization, and you will play a key role in this transformation.
What are you going to do?
As a PMO Specialist, you’ll be part of the project management organization team, which consists of four colleagues: two PMO specialists, one project support specialist, and one coordinator. Together, you’ll ensure that the project portfolio runs smoothly.
The PMO team is part of the Operations team, which also includes Procurement, HR, Finance, and Office Management. The Operations team is small, so collaboration is essential.
In this role, you will serve as the right-hand person to the project portfolio coordinator and act as the central hub for our projects. You will keep project records organized, ensure that financial project data is complete and up-to-date, and make sure that documents are saved in the correct formats.
You provide reports that help the management and project leaders with decision-making, you prepare progress reports, actively think along and play a major role in the implementation on the improvement of processes and systems (such as AFAS). You are also the point of contact for colleagues and jump in where necessary.

In the coordinator's absence, you temporarily take over his or her most important tasks. In this way the overview and progress of the portfolio is maintained.

Duties and responsibilities
Reviewing and finalizing draft project proposals for clients (format, completeness, language, and financial accuracy).
Set up and manage projects in AFAS and Teams.
Monitor that project documents are delivered and stored correctly and completely.
Generating periodic financial reports and identifying missing information or actions.
Updating reports with project data based on progress.
Consult with the PMO team and project leaders regarding progress and opportunities for improvement within the project portfolio.
You will contribute ideas for process improvements in AFAS and other systems, make recommendations, and oversee the implementation.
Actively supporting project leaders, portfolio managers, and staff when they need assistance.
Temporarily filling in for the coordinator in their absence to handle urgent tasks.
Skills and qualifications
Skilled in organizing, performing financial analysis, and processing project information.
Meticulous, analytical and problem-solving.
Communicative skills you know how to address colleagues in a constructive way and get them on board.
Service-oriented, reliable, and ethical
You are results-oriented, meticulous, and a true go-getter who not only offers advice but also helps bring improvements to fruition.
Experience with systems such as AFAS or the ability to quickly master them.
Job Requirements
Minimum associate's degree level of education and professional experience
At least 2 years of experience in a support role within a project-based environment.
Training or course in project-based work and planning techniques is a plus.
Proven experience with Teams and Excel. Knowledge of AFAS is preferred
Good to know
32 hours, to be scheduled by mutual agreement.
Hybrid work: partly from home and at least two days on-site in Schiedam.
Contract for a period of 1 year, with the option to extend twice for 1 year each.
