Role description and task arrangements

Would you like to take charge of one of the larger, more complex mobility challenges in South Holland? At Zuid-Holland Bereikbaar, we are looking for a decisive project manager who is naturally adept at bringing structure to projects.

Our projects focus on accessibility, mobility solutions, behavioral change, and traffic management. In addition to progress, quality, communication, and coordination with stakeholders, you are the connecting link between policy, implementation, and the environment. You also work closely with the South Holland Islands and Port (ZHEH) area team.

About the assignment
As project manager, you are responsible for implementing the Accessible Port project. The aim of the project is to set up a collective transport system within five years consisting of carpooling, vanpooling, and Hopper—which, after a start-up phase in the Botlek area, can be developed into a long-term, sustainable, high-quality transport system with (almost) full cost recovery. In addition to rolling out the transport concept across the entire Botlek/Vondelingenplaat area, expansion to the Maasvlakte and Waal-Eemhaven areas is planned for 2026. The assignment requires specific attention to the organizational form and the possible procurement strategy and its implementation for the long term. An important part is the (further) development of an effective employer and employee approach, which ensures that the potential (20-50% modal split share) is actually realized. It is expected that this basis will be completed by June 2026, so that the long-term phase can start in the second half of 2026, including the further recruitment of users and the development of the transport system.

For this complex project approach, we are looking for an adequate, structured project manager who
  • has experience in implementing complex, administratively and environmentally sensitive projects at the intersection of public transport and mobility,
  • has thorough knowledge of public mobility (and its economic and legal aspects), as well as
  • Solid knowledge and experience in the field of influencing mobility choices ("behavioral change"), particularly through employer approaches.
  • Thorough knowledge and experience in (technical) projects, with an important role for management elements (results and quality, finances, progress/time, and risk management). 
You are professional, results-oriented, flexible, sensitive to your surroundings, with a sense of consensus and a focus on cooperation.
As project leader, you will ensure that the approach is implemented in a structured, accurate, and efficient manner, together with your project team, the ZHB/ZHEH area team, municipalities, Rijkswaterstaat, the province, and other (area) partners.
You will manage a project team of approximately 4-6 specialists. Internally, you will report to the area portfolio manager responsible for the relevant project in the aforementioned area. Together, you will coordinate accountability via managers to the client (the Accessible Port Administrative Consultation, which includes: the Municipality of Rotterdam (chair), the Port of Rotterdam Authority, the Province of South Holland, the Rotterdam-The Hague Metropolitan Region, and Deltalinqs).

Your role:
Preparation and planning
  • Drawing up and implementing the project plan (objectives, intended results, phasing, milestones, approach, and budget)
  • As project manager, co-supervise the procurement process
  • Deployment of capacity and resources
  • Stakeholder Analysis
  • Alignment and obtaining mandate and decision-making

Implementation and direction
  • You are primarily responsible for implementing the project plan approved by the board.
  • Coordinates and manages the project team in the areas of collective transport system development, planning, and communication.
  • Coordinates activities within established frameworks such as time schedule and budget
  • Monitors progress, keeps track of action lists, identifies bottlenecks, and makes adjustments where necessary.
  • Assumes responsibility for project management (financial reporting, risk management)
  • Monitors contract agreements
  • Regularly consults with the advisory group
  • Participates in meetings with client managers 1-2 times per quarter and prepares for these meetings
  • Participates in administrative consultations with clients 3-4 times a year
Collaboration
  • Organizes coordination meetings with clients, contractors/transporters
  • Creates internal and external support for the project and the chosen approach
  • Acts as a point of contact for internal and external stakeholders
  • Monitors expectations, interests, and roles within the collaboration at various levels

Completion, handover, accountability
  • Provides timely substantive reports to portfolio holders, clients, MT, and, if necessary, governance ZHB.
  • Documents learning points, outcomes and transfer information.
  • Ensures the implementation of measures.
  • Evaluates project content and process with internal and external stakeholders

What are you taking with you?
  • Minimum college level of work and thinking.
  • At least 5 years of experience as a project manager in a complex environment.
  • Demonstrable experience in managing multidisciplinary teams in a political-administrative context and projects with (potentially) multiple clients and stakeholders.
  • Strategic advisory skills, familiar with risk-based working and accountability, and recognizes the various interests at the tactical-strategic level.
  • Is familiar with topics such as accessibility, mobility, and behavioral change.
  • Possesses excellent oral and written communication skills.
  • Is proficient in the systems and methodologies relevant to the position (e.g. Prince2, scrum, IPMA).
  • You are results-oriented, a good team player, have tactical and strategic insight, are stress-resistant, and have strong communication skills.
  • Experience with Smart Travel approaches or RWS projects is a plus.
