Zuid-Holland Bereikbaar is seeking a Project Manager who will play a key role in the planning and execution of tunnel construction work and the associated mitigation of disruptions.
You will work on complex infrastructure projects in the Rotterdam region, where tunnel maintenance, renovations, and road closures have a significant impact on accessibility. You will ensure coordination between traffic management, communication, and mobility measures, and coordinate with relevant partners. You will serve as a liaison between clients, contractors, and stakeholders, and contribute to the safe, efficient, and well-coordinated execution of work.

Who is ZHB?
Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail.

Our main task is to improve accessibility in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.

What will you do?
You will support and/or serve as the project manager for tunnel-related projects. You will coordinate the preparation and execution of work and ensure that measures related to minimizing disruption, communication, and traffic management are fully coordinated. You will work in an administrative environment and facilitate coordination between municipalities, Rijkswaterstaat, safety regions, and other stakeholders.

Duties and responsibilities
  • Assisting the lead project manager on tunnel projects (maintenance, renovation, and closures)
  • Coordinating activities and measures related to tunnel closures and minimizing disruption
  • Coordinating with stakeholders such as municipalities, the Department of Waterways and Public Works, emergency services, and contractors
  • Ensuring comprehensive coordination between communication, traffic management, and mobility measures
  • Preparing project plans, schedules, and progress reports
  • Monitoring progress, quality, risks, and dependencies
  • Identifying bottlenecks and making timely adjustments
  • Translating policy objectives into concrete and actionable measures
  • Organizing and facilitating meetings with stakeholders
  • Encouraging collaboration within project and regional teams
  • Contributing to safe operations and minimizing disruption to road users and the surrounding area
  • Sharing knowledge and contributing to the further professionalization of project-based work within ZHB
  • Lessons learned from other mobility projects.

Job Requirements
  • College level of work and thinking.
  • At least 5 years of experience as a project manager on mobility, infrastructure, or government projects.
  • Knowledge of traffic management and nuisance mitigation during work activities.
  • Experience managing multidisciplinary teams in a political-administrative context.
  • You are results-oriented, connecting, stress-resistant and communicatively strong.
  • Experience with Smart Travel approaches or Department of Public Works projects is a plus.
