Over the next few years, construction work on roads, bridges, and railways will be underway in many places at once—in the Drechtsteden, in Rotterdam, and throughout the rest of South Holland. This will cause disruptions, and everyone will feel the impact.
The question is: how do we keep the region moving, especially at times like these? And how do we encourage people to make different choices about how and when they travel? That is the role of Zuid-Holland Bereikbaar. And that is also your role as a senior communications advisor. 

At Zuid-Holland Bereikbaar, you’ll have the opportunity not only to create campaigns but also to shape how communication is used within a complex collaborative framework. We’re looking for someone who enjoys balancing content, collaboration, and execution, and who is confident enough to take a leading role in a networked organization.

Who is ZHB?
Zuid-Holland Bereikbaar (ZHB) is a partnership between the Ministry of Infrastructure and Water Management, Rijkswaterstaat, the Province of South Holland, the municipalities of The Hague and Rotterdam, the Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority, and ProRail. It was recently decided that the Drechtsteden region will join the partnership this year.

Our main task is to reduce nuisance, promote mobility transition, spread rush hour traffic, and avoid congestion through an area-specific approach in South Holland. To achieve this, we work with our partners to ensure that nuisance during construction work is kept to a minimum and contribute to structural behavioral change and a sustainable mobility transition. Approximately 100 people work at ZHB. This consists of a permanent staff of around 30 employees and a flexible workforce of around 70 people. The communications team consists of 6-7 advisors.

What will you do?
You’ll be working in an area—likely the Drechtsteden and Alblasserwaard regions—where a lot is happening all at once in the coming years. That’s exactly where everything comes together: projects, initiatives, partners, and communication.
You ensure that communication is not only carried out effectively, but also guides our collective approach. You provide clarity, help partners make decisions, and ensure that communication contributes to behavioral change.

In practice, you’ll work on communications related to projects and disruptions, targeting travelers and employers. At the same time, you’ll take a broader view of the region: you’ll ensure consistency in communications, contribute ideas on what to communicate and when, and help partners align their efforts accordingly. You’ll support and advise partners on their communications and help develop and guide campaigns such as “Vaststaan” or “Meebewegen.”
In addition, you’re involved right from the start—not just when resources are needed, but as soon as the task is defined. You identify who’s involved, what the landscape looks like, and where communication can help drive progress. Based on that, you advise on the approach and help make decisions.

What do you bring?
We are looking for someone with extensive experience as a communications advisor, preferably in a complex or administrative setting. You are able to navigate easily between different parties and interests and take ownership of your work.

You write clearly, make complex topics easy to understand, and feel at home in an environment where not everything is set in stone. You’re not afraid to take a stand, but you also have a knack for collaboration.

Experience with area-based approaches, mobility, or behavioral change is a plus, but not required.

What additional responsibilities does this role entail?
This role involves more than just creating resources.
You actively build relationships in the region and within the network of partners. You gain a deep understanding of how partners communicate and what works for them, and you are able to assess the overall landscape and provide guidance based on that understanding.
In doing so, you’ll be working not only on communication within projects, but also on developing communication within ZHB itself.

Job Requirements
  • A completed college education toward communication.
  • Minimum of 3 years working experience as a communications consultant.
  • Experience developing and analyzing content for different channels and audiences.
  • Excellent oral and written communication skills.
  • Skill with CMS systems and online communication tools.
  • The candidate has demonstrable work experience in South Holland and has built up a network there.

Good to know
  • 24–32 hours per week
  • You will work partly at the office (next to Schiedam Centrum station), partly from home, and sometimes in the surrounding area (for example, Dordrecht). You will be on-site at least two days a week, depending on the meetings.
  • Contract for a minimum of one year, with the option to extend
  • You'll be joining a dedicated team that's still growing
