Are you capable, in a dynamic environment, of setting up, pulling and executing advisory processes and projects to raise regional traffic management (VM) within South Holland to a higher level and keep it there? Do you enjoy working in a team and are you in your element in a multidisciplinary collaboration with area partners? Then you are the person Zuid-Holland bereikbaar (ZHB) is looking for. 

Who is ZHB?
Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail.

Our main task is to improve accessibility in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.

What will you do?
Because of the large number of replacement and renovation projects, the pressure on accessibility and thus the need for effective regional (digital) traffic management will become significant in the coming years.
 
ZHB focuses on developing and implementing an area-specific approach to accessibility. We do this in close cooperation with regional authorities, the business community and other stakeholders. This is where the programming of work, regional traffic management, mobility management and communication come together.
 
Within that context, the ZHB VM team brings in the relevant traffic expertise. We think and act network-wide and from a multimodal perspective. In addition to traffic flow and safety, sustainability and quality of life are equally important.
 
As area advisor VM, you work hybridly with your colleagues within the ZHB area teams as well as colleagues from the traffic team. That means sometimes working remotely (through teams), and where necessary live on location, where the task lies.
 
You represent our organization in one or more of the (geographical) subareas of South Holland. You are the point of contact in your sub-area. Visibility, proactivity and area knowledge are essential. For sufficient visibility in the area, regular physical presence at meetings is necessary. In your area you keep your (contact) network in order by visiting local road authorities, among other things.

Duties and responsibilities
  • Represent ZHB in one or more subareas as a traffic engineering point of contact.
  • Advise area teams, municipalities and partners on traffic engineering measures, nuisance mitigation and traffic flow.
  • Coordinate monitoring, analyses and evaluations of projects in your area.
  • Connect traffic management with programming, mobility management and communications.
  • Ensure that area plans and traffic information remain current.
  • Contribute to the further development of (digital) traffic management within ZHB.
  • Drive knowledge sharing and uniform practices among area teams.
  • Identify trends, risks and opportunities for improvement in traffic management and translate this into policy recommendations.
  • Represent ZHB in regional or national consultations on traffic and accessibility.

Job Requirements
  • HBO+/WO working and thinking level.
  • You have at least 5 years of demonstrable substantive experience in the VM field.
  • You have at least 5 years of experience in pulling complex consulting projects/projects.
  • Experience with public-private partnerships and multi-interest networks.
  • Knowledge of (digital) traffic management and current developments in mobility and data.
  • Communicative strong, analytical and results-oriented.
  • Proactive and connecting: you seek cooperation and know how to bridge interests.

Good to know
  • 18-24 hours, negotiable schedule.
  • Extension (2x 1 year), from the ambition to form a stable VM advisory team within ZHB. 
  • Given visibility in the area, frequent physical presence at consultations is necessary.
