Who is ZHB?
Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail.
Our main task is to improve accessibility and livability in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.

What do we expect from the Senior Area Traffic Management Advisor? 
The starting point of ZHB is the area approach. This is where mobility management, programming of nuisance projects, communication and traffic management come together. This means that our people work intensively with area partners, mostly infrastructure managers. 
 
ZHB does this by setting up an area program, by stimulating and facilitating cooperation and, where necessary, by carrying out projects requested by road authorities. Because of the large number of replacement and renovation projects, the pressure on accessibility and thus the need for effective regional (digital) traffic management will be considerable in the coming years. 
 
Traffic expertise is vital in this regard. Within that framework, the ZHB VM team provides advice on what is needed for optimal traffic management, thinking in terms of deploying different modalities. Besides traffic flow and safety, sustainability and quality of life are equally important. 
 
As a member of our VM team you will work hybrid together with your fellow consultants traffic management and represent our organization in one of the subareas of Zuid-Holland. As Senior Area Advisor you are the point of contact in your subarea, visibility and area knowledge are essential. Internally you keep in touch with our operational colleagues (regional road traffic controllers) at the Regional Desk, so that you can use their knowledge of the 'practice on the road' in your advisory work. 

Duties and responsibilities
  • Area tasks: participation in area team, supervising traffic monitoring + analyses, sparring partner in preparing and supervising (new) projects in the area, multidisciplinary coordination in preparation, execution and in evaluation. Making and keeping the area planning transparent.   
  • Basic tasks: working out uniform VM approach to nuisance projects, pulling creation of (VM) cooperation agreements ZHB partners and alignment with scenarios in your area. 

Competencies and skills 
  • You have broad substantive experience in the field of traffic management (national and regional) and its current developments. 
  • You have a proactive attitude when it comes to making contacts and connections 
  • You have experience in executing collaborative projects between different organizations and/or professional disciplines. Navigating complex environments suits you well. Cooperating with other (organizations) comes naturally to you. You quickly seek contact, connect and understand differences in interests. 
  • You have experience in shaping and leading projects or pulling consulting projects, specifically with the development and scale-up of digital traffic management services. 
  • You are communicatively strong, skilled in collaboration and building and maintaining a relevant network.  
  • You are analytical, quality and results-oriented; you combine this with a pragmatic and flexible approach.  
  • You can be persuasive both orally and in writing.  
 
Job Requirements 
  • You have an HBO+/WO working and thinking level.  
  • You have at least 5 years of demonstrable substantive experience in the VM field.  
  • You have at least 5 years of experience in pulling consulting projects/projects  
  • You have demonstrable experience working within a complex (public) partnership.  
  • Experience in area Drechtsteden/Alblasserwaard is a plus.

  • We expect a brief cover letter in addition to your resume. 
  • The required commitment is 24 to 32 hours per week.  
  • The position is requested for a longer period: 1 year plus option to extend (2x 1 year), based on the ambition to form a stable VM advisory team within ZHB.   
  • Presence on location (Rhoon and/or at partners in the area) and/or working from home (hybrid); this will be coordinated in consultation with client. Every Wednesday the Traffic Management team meets at Rijkswaterstaat in Rhoon.
