Zuid-Holland Bereikbaar (ZHB) is taking an important step towards integrated data-driven working. By 2026, ZHB aims to focus on accessibility and minimizing disruption using shared and reliable data. This involves more than just building systems; it requires direction, administrative commitment, and an organization that actually uses data in decision-making. To shape this organizational development, ZHB is seeking a (Senior) Strategic Advisor for Data-Driven Working.

About Zuid-Holland Bereikbaar
Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail.

Our main task is to improve accessibility in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.

What will you do?
As a Strategic Advisor for Data-Driven Working, you operate at a strategic level. You act as a sparring partner for the management team and board and advise on how data can be used effectively for management and decision-making. You help translate policy objectives and social challenges into concrete management information and ensure that data-driven working is structurally embedded in the organization and collaboration with partners.


Duties and responsibilities
  • Advising MT and management on data-driven management, governance, and priorities.
  • Creating administrative and management support for data-driven working.
  • Translating organizational objectives (including diversification and avoidance) into monitoring and management issues.
  • Developing and securing governance (roles, responsibilities, decision-making).
  • Strategically positioning the data team within ZHB.
  • Linking data-driven working to policy, implementation, and partnerships.

Job Requirements
  • Completed higher professional education (Public Administration, Business Administration, Information Management, or similar).
  • At least 8 years of experience at the intersection of data and organizational consulting within the public sector.
  • At least 4 years of experience in advising at executive or board level.

Good to know
  • 4 hours, to be arranged in consultation.
  • Hiring intended for a period of 4 months; extension possible.
