The accessibility of South Holland is under pressure. Large-scale construction projects, growing passenger flows, and ambitious sustainability goals require an integrated, area-specific approach. Mobility management is key in this regard: it connects behavior, policy, and implementation.

Zuid-Holland Bereikbaar is looking for a Strategic Mobility Management Advisor to guide this development. You will support the Mobility Management portfolio holder with sharp strategic advice, connect internal and external partners, and translate ambitions into feasible plans. With your vision and advisory skills, you will help the ZHB partnership to structurally focus on accessibility, nuisance reduction, and sustainable mobility.

Who is ZHB?
Zuid-Holland Bereikbaar (ZHB) is a partnership between the Ministry of Infrastructure and Water Management, Rijkswaterstaat, the Province of South Holland, the municipalities of The Hague and Rotterdam, the Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority, and ProRail. It was recently decided that the Drechtsteden region will join the partnership this year.

Our main task is to reduce nuisance, promote mobility transition, spread rush hour traffic, and avoid congestion through an area-based approach in South Holland. To achieve this, we work with our partners to ensure that nuisance during construction work is kept to a minimum and contribute to structural behavioral change and a sustainable mobility transition. Approximately 100 people work at ZHB. This consists of a permanent base of around 30 employees and around 70 people in a flexible shell.

What will you do?
As Strategic Advisor Mobility Management, you will be the strategic sparring partner of the Mobility Management Portfolio Holder. You will provide solicited and unsolicited advice and play an active role in the development, implementation, and safeguarding of the Mobility Management Development Agenda. In this position, you will guide the policy for the implementation of mobility management within Zuid-Holland Bereikbaar, connect internal and external stakeholders, and translate strategic ambitions into concrete and feasible plans for areas and projects. You will constantly move between strategy and practice, working closely with the portfolio holder, coordinators, the MM team, and external partners.

Duties and responsibilities

Strategic policy advice
  • Drafting clear and feasible policy recommendations that are in line with the objectives of ZHB.
  • Providing solicited and unsolicited advice to the Mobility Management Portfolio Holder.
  • Preparing presentations, notes, and policy proposals for decision-making.
  • Combining the various behavioral approaches (employer, logistics, and traveler approaches) into a single coherent vision and working method.

Stakeholder Management
  • Secretary of the Mobility Management working group: organizing, setting the agenda, reporting, and follow-up.
  • Communicating with internal and external partners in a complex environment.
  • Representing ZHB in consultations to strengthen support and cooperation.
  • Connecting approaches, working methods, and actions in areas and projects.
  • Focus on process guidance and knowledge retention within the partnership.

Mobility Management Development Agenda
  • Participation in the internal steering group (PH MM and coordinators).
  • Identifying and analyzing policy developments, trends, and risks.
  • Translating these developments into actionable policy recommendations.
  • Developing, elaborating, and implementing the development agenda together with partners.
  • Contributing to an agenda that provides direction and makes a concrete contribution to ZHB objectives.

Policy translation & implementation
  • Embedding strategies in operational work plans.
  • Monitoring progress toward strategic goals.
  • Contributing to quarterly reports, the ZHB Annual Plan, and work plans

Job Requirements
  • HBO/WO working and thinking level, preferably in public administration, economics, (change) management, or communication.
  • At least 3 years of experience as a strategic or senior policy advisor in a complex administrative context.
  • Strong strategic, analytical, and conceptual thinking skills.
  • Political-administrative sensitivity.
  • Experience with change processes and process management.
  • Excellent oral and written communication skills.
  • Up-to-date knowledge of legislation and regulations, trends, and policy developments in the field of mobility.
  • Proficient with relevant systems (including AFAS, Office 365).

Good to know
  • 32 hours, negotiable schedule.
  • Hybrid working possible; our office is located in Schiedam, right next to the Schiedam Centrum railway/metro station (DCMR building).
