Job Description for Senior Cost Manager.
Objective:
The Cost Manager is responsible for developing and (co-)implementing a vision for cost management within Alliander, providing advice, and maintaining a network relevant to the position, thereby ensuring that intended results are achieved, processes are improved, and policies are developed so that Alliander remains aligned with internal and external developments.


Core Activities:
Providing advice:
  1. The cost manager is an expert in cost management and advises management and the Executive Board on strategic and complex issues related to the significant growth in Liander’s investment portfolio and the company’s responsibility to society to ensure transparency and an eye for affordability.
  2. Provides advice on strategic issues and bears ultimate responsibility for financial results that carry a high risk of failure.
  3. Serves as a sparring partner for senior management and influences decision-making.

Vision and solutions, product development:
  1. Develops the (strategic) vision and advises senior management on developments both within Alliander and in society at large, with regard to the predictability, reliability, and transparency of investments.
  2. Develops and implements knowledge, solutions, and new working methods, and maintains relevant contacts with Finance, Business Control, Cost Engineering, SRM, and Qirion for this purpose.
  3. Participates, as mandated, in improvement initiatives such as AIP; F4F (design of WBS/CBS across Alliander, coordination of implementation chains); Milestone Planning (impact on budgeting, timing, and process agreements); Review of Reddyn budget vs. actual results after each phase
  4. Develops a vision for cost management, defines APM’s financial integrity based on its asset management responsibilities, and implements this vision both within and outside the team.
Achieving objectives:
  1. Identifies, analyzes, and interprets relevant trends and developments in the field of investments, both within and outside Liander. Within Liander, this is done by examining developments at an aggregated level in the KV, O&S, GVRN/GW, and Reddyn implementation chains. Outside Liander, this is done by monitoring market developments related to indexation and material costs resulting from shortages.
  2. Takes a bird's-eye view of Liander's financial portfolio and makes a constructive contribution to (process) optimization, quality improvement, knowledge sharing, and policy development.
  3. Analysis and evaluation using realization chains and BC regarding development costs in various regions/grid areas, and improvement actions based on lessons learned.
  4. Responsible for ensuring that the lessons learned from the Request for Changes (RFC) are implemented across the various organizational units.
  5. Supervises fellow Cost Managers and provides professional guidance to promote their professional development.
Maintaining the network:
  1. Maintains contacts both within and outside Alliander and establishes new contacts;
  2. Identifies which stakeholders within the field are important or influential, and initiates actions and developments;
  3. Represents the organization and provides guidance regarding contacts maintained in the interest of its operations;
  4. Influences stakeholders and builds support;
  5. Identifies opportunities for improvement, proactively highlights them, and takes action to implement them.

The position reports to N-3/N-2

Specific knowledge, skills, and competencies
  • WO working and thinking level.
  • At least 10 years of relevant work experience in a large, similar organization
  • Strong financial background and a strong sense of financial ethics (DACE CCE or equivalent).
  • Holds themselves and others to deadlines to ensure that plans are delivered on time and commitments are met.
  • You are results-oriented, meticulous, and decisive.
  • Is able to collaborate effectively and adapt, build support , and facilitate decision-making across different hierarchical levels and departments within the organization
  • Is open and transparent and has good communication skills.
  • Someone who can also help or contribute ideas regarding changes to systems and processes.
