Role description and task arrangements

Who we are
BIJ12 is the implementing organization for the 12 provinces and brings together knowledge and information about the rural area and physical environment in the Netherlands. BIJ12 ensures uniformity in information supply and implementation of provincial regulations.
This is being worked on from 5 units:
  • Fauna Affairs and ACSG (Advisory Committee on Groundwater Damage).
  • Nature Information and Nature Management
  • GBO to manage shared information systems.
  • Nitrogen and Natura 2000
  • Business
The Candidate will work within the Operations unit. This unit, consisting of approximately 20 employees, supports
the other units with procurement, HR, finance, corporate legal affairs, communications, secretariat and the front desk (including meeting center). The unit
Operations has grown significantly since 2018. Since 2024, business operations of BIJ12 and of IPO have been merged into business operations of Interprovinciaal Overleg.


What you will do
Work:
As a procurement officer, you will support colleagues through all steps of the procurement process. The
procurement process consists of preparation, determining the procurement strategy, implementing
tenders, registration in systems and proper handover to users and contract manager.
In addition, the work consists of advising on:
- general procurement and contract issues
- contract management (renewal, extension)
- single private invitations
- multiple negotiated solicitations and guiding the process
- National and European tenders and guiding the process
- hiring applications
- deviations from the BIJ12 General Conditions of Purchase and approve the deviations
- Submit requests for deviations from the procurement policy to management
- procurement policy
- The use of BIJ12 procurement formats.


Number of hours per week: 24-32
Renewal options: 4 x 6 months

Renewal is on otherwise unchanged contractual terms (including the hourly rate).
