Role description and task arrangements

Who we are.
 
The twelve provinces of the Netherlands all have their own character. Each province has a special history, a unique culture and characteristic landscapes. Provinces play an important role in solving social issues at the regional level, such as the Climate Challenge.

Provinces contribute to policy and realization. They do so individually, but also collectively through the Interprovincial Consultation (IPO), the umbrella organization of the twelve provinces. The IPO acts as an advocate and booster of innovation and knowledge exchange.

For several years now, the provinces have been working intensively together on the theme of Digitization, along two program lines: 1) Data/Innovation and 2) Obligations from the EU and national government. Within the Data/Innovation program line, work is being done on projects that strengthen the information position of the joint provinces for their social tasks in the physical domain, both individually and in relation to each other. This involves a number of major transitions (such as energy transition, housing, rural areas) and related social tasks (such as nature, mobility, management of provincial infrastructure). By building up a good information position for these tasks, provinces can make well-founded policy choices based on their role as area authorities.
 
Background
The 12 provinces operate within the same legal frameworks and have similar tasks. In all phases of the policy cycle, provinces exchange information with each other, with co-governments, national government, knowledge institutes and market parties. However, in practice the process of data exchange is not always easy because concept frameworks and data definitions differ.

In the "Interprovincial Data Dictionary" project -within the IPO Digitization program- the joint provinces want to create an application to share and exchange the (meaning of) terms we use with each other and with chain partners.  

Content Assignment and deliverables
Within this assignment, you will work with a core group of highly trained and motivated specialists at the provinces and have an eye for relevant programs and developments at the State. You will deliver the following products:

1 Project Initiation Document (PID).
The first activity is to convert the draft PID (Project Initiation Document) into a final PID and submit it to the Steering Committee and the Administrative Advisory Committee (AAC) Digitization (with official representatives from all provinces) for approval. The ambition is to discuss the PID with the Steering Committee after one month of your appointment .

2: Project plan
Based on the PID, you will prepare a detailed project plan that will serve as the basis for the activities in this project. We aim to adopt this project plan in the AAC digitization in March 2025. After approval of the project plan, implementation for the implementation of an interprovincial data dictionary can begin.

3: Market Exploration
In preparation for a tender, you initiate a market survey. The purpose of this is to interest, reflect and stimulate market parties to think along in the intended solutions. With this market survey, the project group aims to increase insight in the following areas:
  • Understanding the interest of market participants in providing the necessary products in preparation for the realization of an interprovincial data dictionary
  • Gain insight into what functionalities are offered on the market and under what preconditions. Based on these insights, specifications are adjusted if necessary, so that the request for proposal is realistic.
  • Determine the impact on the design of the intended management organization and application setup.
  • Establish a roadmap of activities to be carried out to achieve the desired situation
  • Understanding other aspects such as schedule feasibility, contract structure, management costs and other preconditions.
Based on the market survey and budget for the purchase of software and the management organization, a go/no go moment for the procurement follows, and decision preparation and formation in the steering committee, AAC digitization and (possibly after consultation with other AACs) the IPO board


4: Procurement
If the IPO Board agrees to actual realization of the data dictionary, part of your task will be to provide the input for starting the tender. This tender should result in an application for storing and managing the definitions and terms for the joint provinces.

5. Management plan and organization.
Once the previous steps have been completed, the result must be transferred to a management organization to be determined and the appropriate governance set up. Determining the best structure for the management, what centrally and what at the various provinces, and setting up the governance form the last part of this project. The support for the provinces will also be set up in this phase. The ambition is to complete the project by the end of 2027.

To perform this job well as a project manager, you/are:
  • An academic working and thinking level in the field of digital transitions
  • Knowledge to understand and explain the technical aspects of implementing a data dictionary in outline.
  • experience with ict projects within an administrative environment
  • enthusiastic and a go-getter to bring the provinces along in this journey.
  • familiar with relevant national and European frameworks in the field of data and digitization
  • Able to create quick overview of ongoing government programs to avoid duplication or working past each other.
  • A firm personality who is both service-oriented, but also accurate, incisive and results-oriented
  • sufficient work experience on the cutting edge of content able to convert knowledge and analysis into clear advice and to actively propagate and defend it experience in project-based and programmatic working in a complex chain of government and other parties (initiators and stakeholders)


Number of hours per week: 16-24 (maximum hours 1,128)
Renewal options: 3 x 12 months

Renewal is on otherwise unchanged contractual terms (including the hourly rate).
