Role description and task arrangements

Interim Assignment: Consultant Contract Management and Future Strategic Design  
Assignment Description:
The Municipality of Hengelo is looking for an interim professional to support the optimization and future-proof design of contract management and administration.
This will include the possible filling of a future strategic advisor within this domain.

Purpose of the assignment:
  • Create an understanding of current work within contract management and contract administration.
  • Making a clear division into categories and levels of abstraction to determine a forward-looking strategy.
  • Formulate concrete areas for improvement and recommendations based on thorough analysis.
Work:
  1. Inventory and analysis:
    • Identify all activities within contract management and administration.
    • Translate this work into an estimate in hours per week.
    • Split into three categories:
      • Contract Management
      • Opinion
      • Other work
    • Break down each category into levels of abstraction: strategic, tactical and operational.
  2. Workload and time commitment:
    • Divide hours per week between categories and levels of abstraction.
    • Identify any bottlenecks in the current workload.
  3. Interviews and process input:
    • Elaborate and analyze interviews already conducted.
    • Process the collected input into a summary report.
  4. Improvements and recommendations:
    • Prepare areas for improvement of the current approach to contract management and administration.
    • Provide concrete advice on the future-proof design of these processes.
    • Advise on the possible interpretation and role of a future strategic advisor.
Requested profile:
  • Extensive experience in contract management, contract administration and strategic consulting within a political-administrative organization
  • Analytically strong, with experience in making work distribution analyses.
  • Experience working at different levels of abstraction (strategic, tactical, operational).
  • Communication skills, with the ability to clearly articulate improvements and recommendations.
  • Affinity for change management and process optimization.
Outcome of the assignment:
At the end of the assignment, the organization will have:
  • A complete overview of activities, hours spent and levels of abstraction within contract management and administration.
  • Concrete advice on improvements and process optimizations.
  • A clear proposal for the future role of a strategic advisor.
