Role description and task arrangements

The Urban Development Department is growing and due to this growth we are looking for an interim team manager of projects / quartermaster Project-based Creation (PMC).


As the Projects Team Manager, you are the supervisor of the project managers, project staff and staff assistant.
The projects team mostly works in cross-departmental project teams, working on the major physical projects. These are projects in area and property development such as housing, business parks, infrastructure and larger sustainability projects. This contributes to the programs of downtown and Hart van Zuid, for example. The project leaders are in constant contact with all kinds of stakeholders inside and outside the organization. Employees usually know how to find each other and work mainly in project teams towards a common goal. Based on the organization's interests, you connect people, themes and domains in order to achieve results together. You ensure the promotion of the vision on the developments of the city (course Hengelo 2040) and work closely with your fellow team managers within the domain and throughout the organization, and you cooperate with the development managers and clients. Together you oversee the broad playing field and actively contribute to integral cooperation.
You know how to find the right balance between ambitions and capacity and are keen on what can and cannot be done. In this way you manage the workload well. Despite the dynamic environment you keep an eye on the employees, their personal situation and development.

In the role of team manager:
  • ensure that the results to be achieved are realized by your team;
  • You will be responsible for the daily operations with HR aspects and coaching of employees in the team as an important part;
  • You are responsible for the formation, staffing and budgeting of your team;
  • coach your employees in applying focus and in making (subject matter) choices;
  • you know how to inspire people to think and move outside their comfort zone.

Specifically - quartermaster/ambassador PMC
In addition, as Projects Team Manager, you will be the quartermaster and ambassador of project-based creation and you will work with the Principal of 'Task-oriented Working' to further embed PMC in our organization.
The municipality of Hengelo has chosen to use Project-based Creation (PMC) as its project management methodology for the entire organization. We have now started the implementation and various target groups are being trained in this methodology, among other things.

Project-based Creation connects to themes and topics that play a role within the municipality of Hengelo: working better in roles of client and contractor, the realization that tasks and projects are becoming increasingly complex and increasingly need to be approached integrally, unambiguity in management and language and personal leadership. In addition, this method also fits with a number of issues in which we as an organization want to gain more focus and insight: working more results-oriented, task tables, portfolio management, management aspects within projects (project control) and fits in with the shared feeling that attention must be paid to roles and attitude/behavior/culture.

In the role of quartermaster:
  • You are the ambassador of the PMC methodology;
  • You ensure that the PMC methodology is secured in the organization; in coordination with the client.
  • co-direct the creation of a knowledge base and support/service point for PMC methodical work and centrally secure it in the organization;
