Role description and task arrangements

Organization
The Regional Energy Strategy Twente is a partnership of the 14 Twente municipalities, water board Vechtstromen, the Province of Overijssel and the grid operators Coteq and Enexis. Together they make agreements on the contribution of the Twente region to achieving the goals of the National Climate Agreement. The program organization of the RES falls under the Broad Administrative Consultation (BBO) in which the administrators of the cooperating parties sit. The program organization facilitates the municipalities in the development and implementation of the energy strategy. Work is currently underway to adopt the Twente Energy Strategy (adoption in the summer of this year), the successor to RES 1.0. The emphasis for the RES organization is on facilitating, advising and monitoring municipalities, province, water board and other partners in the elaboration.

As of March 1, the Twente Regional Energy Strategy (RES) is looking for a program manager. You will directly lead a coordination team of 7 employees, indirectly to a broad regional network. You fall directly under the official principals' consultation consisting of a delegation of municipal secretaries.
Together with the coordination team you are responsible for supporting and advising the administrative leader RES-Twente, the BBO and the administrative principals' consultation. Furthermore, you obviously have a role in informing and advising regional colleagues, the substantive working groups and monitoring progress.
The RES Twente is a program organization in which everything revolves around cooperation. Here there are challenges to (administratively and officially) strengthen cooperation. It is an important task to further define and implement the joint course of the Energy Strategy Twente. For this reason, the assignment will be split into two parts:
  • Establishing the Twente Energy Strategy in the first six months;
  • After EST adoption, the opportunity to extend and work on an organizational structure appropriate to the implementation program

The members of the coordination team (with the exception of the program manager) come as much as possible from the organizations of the administrative partners and have one leg in their own organization and one leg in the RES cooperation. Deployment is on the basis of secondment with reimbursement of wage costs incurred.

Within the various themes we work task-oriented. On the work floor we work together with the New Energy Overijssel program, stakeholders in the region and other local programs around energy transition. This requires both the program manager and the coordination team to see opportunities in the network and to manage progress on the goals. It is up to the individual municipalities, province, water board and other partners to realize their own implementation practices.

It is an important task to further define and implement the joint course of the Twente Energy Strategy. For this reason the assignment will be split into two parts:
  • Adopting the Twente Energy Strategy within the set deadline. In addition, following the inter-governmental branch discussion and its implications for the RES-Twente in relation to provincial developments.
  • After adoption EST the possibility to extend and work on an organizational structure appropriate to the implementation program. It is also necessary at this stage to shape a decentralized energy structure in Twente within the scope of the Energy Strategy and inter-governmental developments.

As program manager RES Twente you will lead the next phase of the Regional Energy Strategy together with the administrative lead. The task is to present the Energy Strategy Twente to the partners for decision-making. This requires a program manager with extensive experience in political-administrative decision-making, and cooperation.

Responsibilities
The duties of the program manager include:
  • Responsible for advising the Administrative Lead and the Broad Administrative Consultation. Leading coordination team.
  • Ensure a predictable and feasible political decision-making process by:
    • Facilitating partners
    • Creation of framework conditions allowing partners to achieve implementation
    • Supervise ongoing processes
    • Monitor and motivate partners' progress
  • Chairing regional official consultations; participating as a consultant in consultations including the principals' consultation ;
  • Organize and expand collaboration at the shop floor level with involvement of existing partners
  • Process guidance in regional cooperation
  • Point of contact for partners including the host organization municipality of Hengelo, the NP-RES, RES West Overijssel and maintained national network.
Timeframe for the first phase of the assignment (establishing the Energy Strategy) is six months. After that, extension will be discussed for the second phase of the assignment.

Requirements (demonstrable experience and competencies).
He/she must - obviously - have sufficient substantive knowledge. However, the forces within the cooperation also require someone who connects, is politico-administrative sensitive and can organize this playing field and achieve results while maintaining everyone's role and position. Soft skills are therefore very important. In addition:
  • Extensive experience with political-administrative cooperation in a complex environment
  • Above average political and administrative sensitivity
  • Extensive leadership experience in both line and program management
