Role description and task arrangements

Temporary Assignment: Tactical-Operational Advisor HR (DVO Ontplooj)


Would you like to apply your HR expertise to a challenging assignment with social impact?

The municipality of Twenterand is looking for an experienced and strategic HR advisor to support us in current HR issues surrounding the secondments to Ontplooj. This work requires not only tactical insight, but also a future-oriented vision in line with developments in the social domain.


Background

In 2021, the municipality of Almelo established the NUO foundation, operating under the name Ontplooj, for the performance of statutory tasks in the field of the Social Employment Act (WSW) and sheltered work. The Twenterand municipality has seconded official staff to Ontplooj since its inception and is bound by a DVO (Service Provision Agreement) until the end of 2026.


What's going on now?

You will work on current HR issues, including:

  • Fulfilling the delivery obligation: Twenterand must meet the obligation of 8.77 FTE according to the newly adopted job book (2024).
  • Job Scale Adjustment: Advice and handling around job scale changes for some of the positions.
  • SW employees and CLA transition: Review and handle requests from SW employees who wish to transition to the CLA Municipalities.
  • Secondments Ontplooj field service: Any issues in secondments to Twenterand's field service.
  • HR Consultations and Communication: Active participation in Ontplooj HR consultations and providing clear communication and file building.

In addition, it is asked to prepare a forward-looking opinion for the DVO Ontplooj, providing direction for decision-making beyond 2026.

  • Experience as an HR consultant with a tactical-strategic perspective.
  • Knowledge of the social domain, work companies, municipal structures and the Collective Bargaining Agreement Municipal/SW.
  • Strong analytical skills to understand complex issues and formulate future-proof advice.
  • Experience in file building, job evaluation and communication on HR-related issues.
