Role description and task arrangements

Where will you be working
As legal advisor security you will perform 5 separate assignments for the team Supervision Enforcement and Security and the team Internal Advice and Frameworks during a period of 9 months. Within the organization there is a pleasant informal working atmosphere where cooperation is strengthened by keeping each other sharp, challenging and inspiring. What you will do
The security legal advisor will work on 5 assignments.
  1. Drafting an integral safety policy 2025-2029.
    The candidate gathers the necessary information for this within and outside the organization serving as input for the creation of the policy. The candidate coordinates the proposals with the team THV and possibly the board and takes care of the agenda with the portfolio holder, college and council.

Outcome: integral security policy 2025-2029 adopted by council.
 
  1. Implementation of action item from the action plan on undermining.
    The action plan on undermining was adopted in 2025, containing the actions to be implemented in 2025. The candidate is implementing one of these action items. It concerns the action point: create internal awareness among employees. The candidate independently coordinates the organization and implementation of this action point.
Result: internal employees have been made more aware of undermining by 2025 through an organized meeting and recognize signals and know the follow-up steps to take.
 
  1. Direct the participation process in the pilot project to extend terrace hours.
The council tabled a motion in late 2023 to investigate widening of terrace hours in the municipality of Twenterand. The Koninklijke Horeca Nederland has conducted an initial study. A follow-up step is to conduct a pilot in 2025 in combination with a participation process among the target groups of local residents and the hospitality industry. The experiences will lead to a possible decision on whether or not to include the extension of terrace hours in the APV. The candidate draws up a plan of approach and a neutral weighting framework prior to the pilot. The candidate takes charge of the implementation of the participation process and carries out the participation process himself for the target group of local residents and KHN for the target group of the hospitality industry.
The candidate will ensure that the target groups are included with the pilot in a neutral manner before, during and after the pilot. At the end of the pilot, the outcomes are incorporated into an evaluation report that also includes the results of using the weighting framework. The candidate presents the outcomes to the working group and incorporates the conclusions in an advice note addressed to the council in such a way that the council can reach a decision.

Results: Drawing up a plan of approach and weighting framework for the participation process for the pilot project to extend terrace times in the municipality of Twenterand. Directing the implementation of the participation process, before, during and after the pilot and implementing this participation process for the target group of local residents. Deliver the evaluation report and outcomes weighting framework and deliver documents to the board for taking a decision in 2025.
 
  1. Coordinate implementation of polygraph policy
    Municipality of Twenterand adopted the polygraph policy late last year. The candidate coordinates the implementation of the new and ongoing cases of poly-writers. This makes the candidate a booster and ensures the proper implementation of this policy. Based on implemented cases, the candidate establishes a practical work process and makes recommendations for possible improvements.

Outcome: ensure adoption of at least 2 polygraphs by the college. Deliver recommendations and a practical work process based on experience.
 
  1. An administrative order procedure will soon begin.
It is expected that the violator will take all possible legal action. The candidate becomes case handler for this case and ensures proper legal execution, striving to ensure that this stands up to the Council of State. The candidate will inform the team leader and the board of the progress of the case.

Outcome: case handler of a case under administrative order. Execution of the case objection and appeal. Prior to these final legal steps, the candidate transfers the case to the internal organization.   

Requested is for the employment of a Legal Security Advisor for 28 hours per week from April 1 to December 31, 2025. The assignments run concurrently and has a turnover with peaks and valleys. The expected overall breakdown in assignments in hours:
1: Drafting integral security policy 2025-2029: 300 hours
2: Implementation of action point from action plan on undermining: 150 hours
3: Managing the participation process for the motion to extend terrace hours and implementing the participation process for the target group of local residents: 200 hours.
4: Coordinating legal counsel many-writers: 100 hours
5: Legal case handler order under administrative order: 100 hours
