Our team The Field Service
In 2007, the municipality of Twenterand built a sustainable municipal yard on Aziëlaan in Vroomshoop next to the environmental street. The more than 100 employees are engaged in such tasks as sewer management, street work, greenery work, litter, cemetery management, smoothness control and dealing with reports within the municipality.
The teams do not consist only of municipal staff. People with a distance to the labor market and other (vulnerable) target groups also participate in the maintenance of public spaces. Where possible, help is provided from the Participation Act and residents. We are committed to providing opportunities for employees to participate, including through apprenticeships.
Our municipality's field service team is facing important choices, partly due to a sharp decrease in WSW employees. This has on effect on the employees and a financial impact. We are looking for a team leader who will work with vision, decisiveness and empathy to create a future-proof field service.


What will you do?
As interim team leader you are responsible for developing and implementing a multi-year perspective for the field service, focused on sustainability, cost control and optimal utilization. You are inspiring, coaching and supporting employees with an eye for social aspects and job satisfaction.

You will report on your assignment directly to the Director and your main responsibilities are:
  • proactively manage cost control, hiring and a multi-year outlook for field service;
  • Ensure an efficient work organization with clear processes and objectives;
  • contribute to good human resources policies that respond to the challenges of the decline of WSW workers;
  • Promote sustainable employability and ensure an inclusive work culture;
  • Strengthen and secure connections between field service and other departments;
  • Liaise with both external parties, such as regional partnerships and internal stakeholders.

Municipality of Twenterand is looking for an inspiring team leader who will contribute to the organizational vision and help shape the future.   • Has a completed relevant education (at college or university level) with several years of relevant work experience;
  • Has an outline knowledge of and affinity for the subject areas and (vulnerable) target groups;
  • is a connector and change agent who works with the staff to shape the further professionalization of the teams;
  • Can switch well between social aspects and business interests, with an eye for people and results;
  • Possesses the personal skills: directing ability, guts, coaching, managerial and organizational sensitivity, empathy, vision, results-oriented;
  • Has a healthy dose of humor and ability to put things into perspective?

Specification of hiring assignment
Develop and implement a multi-year perspective for field service focused on sustainability, cost control and optimal utilization.
The above leads to the following requirements and wishes within the framework of the call for tenders. This plan must be delivered before the end of the contract.

Requirements:
-the candidate has at least an HBO education in a relevant direction (e.g. management, business administration).
-the candidate will have a minimum of 5 years of demonstrated leadership experience in a similar position.
-the candidate has at least 5 years of work experience in an administrative-political environment such as municipality or another government agency.

Wishes:
-The candidate has knowledge of the fields in field service.
-the candidate has experience managing and coaching operational  
employees and implementers.
-the candidates will have proven work experience with change and improvement projects.
-The candidate is available for a minimum of 28 hours per week.

Criteria for selection interviews:
Selection will be based on the competencies listed below:
  • Vision; the candidate is able to develop and implement a multi-year perspective for field service.
  • Results- and people-oriented; the candidate is people-oriented, connecting and decisive, with an eye for both employees and municipal goals.
  • Guts; the candidate dares to act in complex situations and dares to think outside the box to achieve sustainable solutions.
  • Administrative and organizational sensitivities; the candidate has experience working collaboratively across City departments and can operate well in an administrative environment.
