Role description and task arrangements

Senior Payroll Administrator – 20 hours per week until September 1, 2026
(hybrid, secondment only)

Purpose of the assignment
This senior payroll expert is responsible for the entire payroll administration: from processing changes, complex cases, and final checks to reconciliation with the tax authorities. In addition, the candidate will seamlessly handle payroll tax returns, pension declarations (UPA/APG), payment files, UWV portal management, and resolving error messages to the Tax and Customs Administration and pension funds.
The professional acts as a source of information for HR advisors, personnel administration, Finance, and employees, and immediately brings calm, clarity, and expertise to the process.
Physical presence is guaranteed for a minimum of two days per week.


The HR team consists of 12 employees, two of whom focus on payroll administration:
  • 1 Payroll Administrator (currently undergoing reintegration)    
  • 1 Payroll Clerk (10 hours per week, temporarily 14 hours until May 1)
Due to illness within the team, additional capacity is required. The professional offered can start immediately and will ensure continuity in the entire payroll process.

Core Tasks & Responsibilities
1. Payroll Processing & Complex Case Studies
  • Responsible for the entire payroll process (including checking, processing, and releasing pay slips).
  • Solving complex payroll issues.
  • Checking and calculating changes, including final processing.
  • Act as senior payroll administrator: maintain an overview and perform final checks on colleagues' work.
  • Performing connections with the financial administration.
2. Payment Files & Financial Processing
  • Creating and preparing payment files and payment orders for the Department of Finance.
  • Creating payment orders ZW (ERD).
3. UWV portal & ERD administration
  • Weekly check for new documents in the UWV portal (with eHerkenning).
  • Downloading letters and decisions and uploading them to the personnel file (Youforce).
  • Save and share invoices/collection specifications with Finance.
  • Support in administration relating to own risk bearing WGA/WIA (Robidus / HR Controlenet).
4. Tax returns & Pension
  • Submit payroll tax return.
  • Taking care of pension declarations (UPA / Loyalis / APG).
  • Analyzing and resolving errors in the APG employer portal.
  • Checking pension declarations.
  • Incorporate and apply release notes for HR Core / Gemal.
5. Further work
  • Approve expense claims (in which the payroll administrator takes the lead)
  • Resolving questions and reports from the Tax and Customs Administration regarding payroll tax returns.
  • Act as a source of information for HR advisors, personnel administration, finance, and employees.
  • Extensive investigation of signals or deviations.

Profile of the ideal candidate
  • Senior payroll administrator (minimum 3–5 years of experience).
  • Extensive experience with Youforce HR Core / Gemal.
  • Experience within the government or semi-government sector is an advantage.
  • Strong analytical skills, proactive, accurate, and independent.
  • Available to work on location at least 2 days per week.
