In the team Spatial Planning, Licensing, Supervision & Enforcement work together. Our goal is to preserve what is of value to Coevorden while enabling new developments. The team is open to initiatives from society and supports them with a customer-oriented attitude. In addition to reviewing and guiding initiatives, we carry out projects that advance themes such as housing, rural areas and business activity, often in collaboration with other teams within the municipality. The arrival of the Environment Act brings opportunities, creates a lot of dynamics and at the same time requires thinking and doing capacity. As the first municipality in Drenthe, we in Coevorden have been working in the spirit of the Environment Act with an Environmental Table since early 2023.
 

What will you do in this new position with the municipality:

You translate legislation into applicable rules in understandable language and keep the Omgevingsplein (to be consulted by both colleagues and residents) up-to-date.

The rules manager coordinates the process of creation, maintenance and publication of applicable rules. And is a sparring partner for lawyers, planners and policy advisors in reviewing and drafting policies and legal rules.

In addition to creating applicable rules, the rule manager ensures that the structure of the applicable rules remains compatible with the Digitaal Stelsel Omgevingswet (DSO), which is still under development. This requires knowledge of "Regeldienst," the application used to create and publish applicable rules. It requires a basic understanding of the structure and operation of the DSO. And it requires keeping up with DSO developments in the field of applicable rules.

You coordinate with the customer contact center, with ICT and with colleagues from Licenses, Supervision and Enforcement. You also participate in a provincial working group to align our applicable rules with the applicable rules of other (semi) governments.
 

Who are we looking for?

  • You have an HBO/WO degree
  • You have a legal background and an affinity for information technology
  • You are familiar with a municipal organization
  • You have knowledge of permits and knowledge of the Environment Act is a plus
  • You have an affinity for design and modeling techniques and ICT
  • Your challenge is to also address the legal rules that have not yet been properly applied
  • You are analytical, precise, orderly, accurate and structured
  • You are energized by new developments and hungry for this new position
  • You communicate clearly and openly and stand firmly on your feet

This is a position where you are available for 36 hours per week. This position is new and indicatively graded on salary scale 10. This means that the position will be valued definitively in the next round of appraisals. Depending on your knowledge and experience, you will receive a salary of up to € 5,009., - gross for full-time employment. We would like to bind you to our organization. After a year's contract our intention is to offer you a permanent contract. You will receive 144 statutory and 50.4 non-statutory vacation hours for full-time employment. 
  
A selection from our broad package of additional benefits: a pension plan through the ABP, paid parental leave and an Individual Choice Budget of 17.05% of the annual salary. You can use this budget in various ways. For example, you can use it to buy extra leave days, you can save leave and you can use it for the bicycle scheme. Of course, you can also have the budget paid out. We also offer a travel expenses scheme, a home office allowance and a Personal Budget of € 850 per year for full-time employment.
