Role description and task arrangements

Clerk (administrative and secretarial assistant)
Municipality of Emmen / 24 to 36 hours / Secondment

What will you be doing?
As a registry clerk, you will be the point of contact for council and committee members and our residents. You will be responsible for managing the council and committee agendas and providing administrative, secretarial, and logistical support for the council process. It's an enjoyable and important role, because behind the scenes of the busy meeting cycle, you pull the strings and maintain an overview, ensuring that the council and the various committees can function optimally. And that involves a lot of work.

The complete range of tasks for this position is aimed at relieving the registry of its daily workload. This includes the following tasks:

  • Performance of secretarial duties:
    • Administrative preparation and processing of documents relating to council and committee meetings;
    • calendar and address management;
    • managing the general registry mailbox;
    • Process documents in the case management system (e-Suite) and upload them to the council information system (iBabs)
    • editing and formatting documents and letters;
    • processing invoices and attendance lists for committee members.
  • Supporting facility and logistics matters:
    • manage meeting room reservations;
    • logistics for council and committee meetings and other gatherings;
    • support information meetings and council activities (internal and external);
  • General point of contact and provision of information about the registry's products and services.
Characteristic of you:
  • You quickly master new tasks and systems and feel at home in a new team;
  • You are a pleasant colleague who communicates easily and has excellent verbal and written skills in Dutch;
  • You are proactive, results-oriented, and work well in a team;
  • You have a structured way of working with an eye for detail;
  • You are able to set priorities and work well under time pressure;
  • You have a feel for political and official relations;
  • You are digitally literate and have experience with administrative office applications.
What do we expect from you?
  • Demonstrable MBO working and thinking level;
  • Extensive experience and/or relevant education;
  • Experience with or affinity for municipal decision-making processes;
  • Experience with our office applications iBabs, e-Suite, and MS Office is an advantage.
The clerical staff are available for council activities one evening per month and take most of their days off during the municipal council recess (school vacations).

Who we are.
The council consists of 38 members, divided into 10 political groups. In addition, there are 13 committee members who are not council members. The council secretariat is in contact with all members of the council and the council committees. The team members of the council secretariat are employed by the municipal council.

The registry consists of a registrar, who is also your supervisor, three council advisors, a participation and communications officer, and two registry staff members. The registry supports the council and its committees in all its activities. The registry is a team of independent and proactive people who work closely together. So you are not on your own.
