About the assignment

On September 25, the Regional Council of the Labor Market Region of Drenthe adopted the multi-year agenda for the next 5 years. This agenda contains the ambition that in 5 years the AMRD will be the point of contact for all labor market issues in the region, with an active interplay between the needs of employers and employees. Together, the partners will ensure a labor market that works for everyone.
The ambition is supported by the formulation of quantitative policy goals along the lines of economy, social and education. We are committed to a strong, resilient Drenthe economy as a foundation for broad prosperity, in which stable employment, productivity, innovation and cooperation are central. In addition, we strive for an inclusive labor market in which talent development, positive health and self-direction are important. Education is the key to an agile and future-proof labor market, with a strong learning culture and a Life Long Development (LLO) for all.

What will you do?
The multi-year agenda must be translated into an implementation agenda for the next 2 years (2026-2027). This implementation agenda must be delivered by February 1, 2026 and includes:
  • Problem analysis and reason why actions are needed.
  • Goals and priorities for the next 2 years.
  • Concrete actions, projects and interventions including:
    • Timelines
    • Partners involved
    • Intended results
    • Relationship between actions/projects
    • Funding (costs and coverage)
    • Monitoring and evaluation
  • Involve all relevant stakeholders and ensure commitment and support (official and administrative).
  • Attention to preconditions such as data sharing, monitoring and evaluation.
  • Understanding regional, sub-regional and local implementation options.
  • Alignment with national, regional and sectoral initiatives and pooling of opportunities.

What do you bring?
  • HBO+/WO level
  • Experience in policy development and drafting implementation agendas
  • Knowledge of labor market, economy, social domain and education
  • Strong communication skills 
  • Working independently and result-oriented
  • Pre experience with stakeholder management
  • Pre familiarity with the stakeholders involved
  • Pre Seniority and experience in complex managerial experience

Preconditions
  • Duration: 2025 to mid-February 2026.
  • Average commitment: 2 days per week.
