Project Leader - Social Domain Policy Advisor
In 2023, the Enschede Youth Aid Regulation 2024 was adopted by the council. This had been rewritten with the help of Schulink. This took into account principles of the new procurement, so the regulation did not have to be adjusted for that.

However, the policy rules had to be adjusted: With the new procurement of Youth Aid 2025, the various forms of youth aid have changed. A new palette of individual services has been procured and the contract awarded. The youth aid support model is therefore going to change as of January 1, 2025. This is the reason that the policy rules have been adjusted accordingly, so that the District Teams and external referrers will have the right frameworks for carrying out youth aid reindications by January 1, 2025.

The Enschede Youth Assistance Regulation 2024 will still need to be amended for the following reasons:

• Rulings by the Central Appeals Council over the past year mean that Enschede's Youth Care Regulation 2024 must be adjusted with regard to the concept of 'own strength'. As long as the regulation is not adjusted, there is a risk that if there is a difference of opinion between resident and municipality (indication maker) about what is usual or not usual care, the municipality is forced to issue a higher indication. This is because, according to certain case law, work instructions and policy rules do not have the same legal force as an ordinance. The regulation must include what we in Enschede mean by own strength. This adjustment applies to all Dutch municipalities. That is why the VNG this month came up with a model regulation, which we will take as a starting point.
• Implementation of the measures from the OJOZ strategy paper will result in the need for adjustments to the regulation. Only we do not yet know exactly which ones, because the measures must first be worked out (more). Think: neighborhood team doing more themselves, more general facilities, intermediate facilities, possibly asking for change. Receipt confirmation (implement 2026, worked out in May/June)
• If you want to get more on the front end, we assume we can do more disposition free . (OJA)

In consultation with the alderman, it was decided to:

• adjust policy rule to Central Appeals Council ruling as soon as possible. This will be dealt with separately.
• To address the ordinance integrally on the above issues and submit an integrally updated ordinance and policies to the City Council by summer 2025.

Result

We are writing a new Youth Aid Regulation based on current laws and regulations, case law and municipal policy principles. The VNG model regulation is our starting point. The regulation will replace the current Youth Aid Regulation 2024.

After the ordinances are ready, align the following policies with the

new regulations:

o The Youth Assistance Decree incl. explanatory notes

o The Policy Rule Eigen kracht Jeugd and Gebruikelijke hulp Wmo 2022 incl. explanation.

o The Policy Rule Growing Up and Participating Housing and Residence 2019

o The Policy Rule PGB Social Support and Youth Act 2019.

Project Manager Duties:

• Draft Plan of Action, including timeline, Youth Aid Regulation and adaptation of related policies.
• The project leader, in close coordination with Youth and JZ staff and other relevant actors, will arrive at a modified Youth Assistance Regulation and associated policy rules. 
• The project manager submits proposals to the steering committee.
• The project leader takes care of the decision-making process officially and administratively, so is responsible for writing council proposals and college proposals. If necessary, sessions with the council may be included.
• The project manager takes care of the implementation process.
• The project leader coordinates with communications on necessary internal and external communications

Job Requirements:

• Completed relevant college or university degree in Social Policy, Social Work, Social Work or similar.
• At least 3 years of experience in the youth policy field
• In-depth knowledge of social welfare laws and regulations, specifically ordinances.
• Strong analytical and strategic thinking skills.
• Excellent communication skills and ability to present policy choices.
