Role description and task arrangements

What are you going to do:
Delivering a clear, digital and automated roster and time registration system for the Safety department under the supervision of the HR department of the Municipality of Schiedam.


At the moment, the hours of the employees of the department of supervision and enforcement and the intervention team for undermining and residential nuisance are registered in different ways. For example, a schedule via Excel and time registration via the WBU module within Key2financien. This way of working is very error-prone and takes up a disproportionate amount of time from employees and management. The wish is to replace this with software. By using automation, employees have better insight into the schedule and hours worked, the margin of error is smaller and management gains better insight into the time registration, so that trends and deviations are observed better and faster. The data can also be included in a dashboard. The municipality of Schiedam works with Youforce (from Raet). The preference is to also register the schedule and time registration via this system. Conditions for good registration are that employees and managers (who approve the hours) are aware of the agreements regarding writing hours. Clear agreements and conditions that are recorded, as well as any deviations with the specific boundary conditions.

First, an inventory will have to be made of how and when employees book hours and whether these types of hours are reflected in the laws and regulations. It is possible that this will also have to be examined across the municipality. At the same time, in collaboration with Raet, the possibilities for automation will be investigated, namely which possibilities Youforce has or whether these possibilities are "standard" or whether a custom solution is more suitable. All this with the challenge that there are limited financial resources available for this.
After this, depending on the costs and the time investment, it will be considered which solution the Municipality will choose. The project leader is responsible for the entire process within the Municipality and will therefore have to be able to switch with various departments, write advisory notes and involve the stakeholders in the entire project.
This is followed by the implementation phase.
