The assignment
For the Environmental Supervision team we are looking for a legal enforcement officer to temporarily replace a colleague on maternity leave. You will be responsible for the legal assurance of supervisory and enforcement activities within the physical domain, particularly under the Environment Act. You operate independently, but work closely with supervisors, policy advisors, permit issuers and other legal colleagues.
Deployment is desired beginning June 1, 2025 for the duration of approximately 4 to 6 months, with possibility of extension.

Main tasks
You will perform duties including the following:
  1. Advising and supporting administrative law enforcement
    You advise the municipality on enforcement issues and supervise the process surrounding the imposition of orders under penalty and administrative coercion. In doing so, you ensure legally correct decision-making and clear communication with interested parties.
  2. Handling Woo requests
    You handle requests under the Open Government Act (Woo) independently, in coordination with colleagues from other teams. In doing so, you monitor deadlines, coordinate with those involved and ensure careful consideration of interests and legal review.
  3. Handling legal issues and procedures
    You will draft legal opinions, decisions, defenses and other legal documents. You ensure careful, comprehensible substantiation and act as the municipality's representative in objection and appeal proceedings.
  4. Policy and signaling role
    You provide substantive input to the VTH policy and contribute to the further professionalization of the legal component within supervision and enforcement. You identify relevant social and legal developments and translate these into impact on practice.
  5. Representation in procedures
    You represent the municipality in objection procedures (such as before the Objections Committee) and in appeal cases before the court or the Council of State. You ensure proper preparation, clear dossier formation and coordination with colleagues and the board.

Who are we looking for?
  • Completed legal education at at least college level (e.g. college Law or WO State and Administrative Law);
  • Minimum of 3 years of demonstrable work experience with administrative law enforcement within the physical domain (such as Environment Act, Wabo/APV, Alcohol Act);
  • Demonstrated experience in handling Woo requests;
  • Experience in drafting decisions and conducting objection and appeal proceedings;
  • Analytically strong, politico-administrative sensitive, communication skills and able to convey legal subject matter in understandable language;
  • Independent, accurate and results-oriented, with a sense of collaboration.

You will work within the Environmental Supervision team, part of the Environment theme. The team includes supervisors, boa's and lawyers. Within the team there is a collegial atmosphere with room for personal initiative and professional development. Together we work towards a livable, safe and well-organized municipality.
