Scope: 24 hours a week

Maximum rate: €110 per hour, excluding VAT.

Assignment Description

The five municipalities of Bunnik, De Bilt, Utrechtse Heuvelrug, Wijk bij Duurstede, and Zeist work closely together in the social sector as the Southeast Utrecht Region (ZOU). This collaboration includes, among other things:

  • The Wmo and Youth Services
  • Appropriate education
  • Transportation for Specific Target Groups
  • Work & Income
  • Related policy areas within the social sector

A regional team is in place to carry out joint tasks. Oversight of compliance with the Youth Act and the Social Support Act (Wmo) will also be organized regionally from now on, based on a joint policy framework. The plans for this have now been adopted by the participating municipalities.

The region is starting with a team of locally appointed supervisors who are authorized to carry out duties on behalf of all municipalities. This team is responsible for overseeing regionally contracted healthcare providers.

To successfully implement this new organizational structure, we are looking for a:

Focal Point for Regional Oversight of Compliance with the Youth Act and the Social Support Act (Wmo)

As a project lead, you will oversee the implementation of the regional oversight model that has already been established. During the start-up phase, you will provide functional leadership to the team of supervisors and further define work procedures and processes.

In addition, you will ensure effective collaboration and coordination with:

  • Procurement and Contract Management for the ZOU Region
  • Municipal employees
  • Administrative and Operational Partners
  • Other stakeholders involved

You’re joining us at a crucial moment when the ZOU municipalities are once again firmly establishing oversight of compliance with the Youth Act and the Social Support Act (Wmo). This offers plenty of room for initiative, trust, and the opportunity to make a lasting contribution to the regional organization of oversight.

In doing so, you will be paving the way for the future Regional Coordinator for Compliance Oversight.


Period and commitment

We are looking for a Project Manager for Compliance Oversight in Youth Services and the Wmo for:

  • 24 hours a week
  • Period: September 1, 2026, through December 31, 2026

In addition, there is the option to:

  • 2 extensions, each lasting 4 months
  • 24 hours per week

During any extension periods, the client reserves the right to reduce the number of hours worked.


Work

The quartermaster is responsible for, among other things:

  • Establishing work processes and organizing oversight within the region
  • Drafting the 2027 Annual Supervision Plan
  • Functional oversight of the five local regulatory agencies
  • Establishing and chairing the signal processing team
  • Providing advice on how to better organize processes related to the delivery of care
  • Serving as the primary point of contact for oversight within the region
  • Serving as a unifying force, like the “spider in the web”
  • Raising Fraud Awareness Among Municipal Employees
  • Participation in investigations and complex legal compliance issues

Intended result

As of December 31, 2026, the following results were achieved:

  • A clearly defined regional oversight structure, set forth in writing
  • An Approved 2027 Annual Supervision Plan
  • An effective team of supervisors with a clear division of responsibilities
  • Broad support and visible integration of the regional approach among all stakeholders

Additional results will be formulated for any extension periods.


Frameworks and preconditions

Education and experience

We ask:

  • At least a completed higher professional education (HBO) degree
  • Preferably, completion of a training program or course focused on oversight and enforcement within the social sector
  • Experience in the municipal social services sector in a managerial or coordinating role
  • Knowledge of and/or experience with:
    • Oversight of Compliance with the Youth Act and the Social Support Act (Wmo)
    • Health Care Procurement
    • Legal Issues

Personal Competencies

You possess:

  • An awareness of the various interests and dynamics that may be at play
  • Persuasiveness, combined with a collaborative style
  • The ability to translate ambitions into practical work processes and concrete agreements
  • Strong communication skills
  • A clear, concise, and results-oriented writing style

Financial terms

The maximum hourly rate is €110 per hour:

  • Excluding VAT
  • Includes all additional costs, such as:
    • Travel and Accommodation Expenses
    • Phone Bills
    • Other Expenses

The region prefers secondment. This means that the hired professional is employed by the sending organization.

In the case of secondment, the duration of the assignment may be longer than the initial contract period.
