Role description and task arrangements

    Assignment Description
    The municipality of Utrechtse Heuvelrug is looking for an experienced interim professional to help professionalize the Supervision and Enforcement team. The current working method within the team is fragmented, supply-driven and lacks structure, direction and alignment with policy and implementation programs. The assignment focuses on developing and implementing a future-proof, customer-oriented and digital working method, in which quality, cooperation and measurability are central.
    The end goal is a professional working team that works in a structured and integrated way, with clear tasks, processes and responsibilities.

    Tasks and duties
    Phase 1 - Analysis & Design (approx. 4 weeks)
    - Analysis of the current situation and identification of areas for improvement.
    - Drafting a plan of action for redesigning the team.
    - Translate the implementation program into concrete, measurable team goals.
    - Develop quality assurance tools (such as checklists, protocols, instructions, KPIs).
    - Propose division of labor and structure (e.g., rayon division).
    - Advise on better use of digital systems (Rx.Mission, On Path).
    - Identify bottlenecks in processes and collaboration.

    Phase 2 - Implementation & Securing (approx. 8 weeks)
    - Implement plan of action after coordination with MT.
    - Establish a fully digital workflow, including phasing out paper archives.
    - Ensure clear implementation: who does what and how.
    - Provide working documents, instructions and standard letters.
    - Organize assurance within the team: work meetings, monitoring, communication.
    - Establish a reporting structure with KPIs and monitoring information.
    - Encourage compliance and a customer-oriented attitude within the team.
    - Monitor, among other things, through the KPIs whether we are doing what we agreed to do.
    - Delivery report with recommendations.   

    Required experience and competencies
    Experience:
    - Demonstrated experience in restructuring or optimizing supervisory or enforcement teams within municipalities.
    - Experience with change projects in an administrative context.
    - Familiarity with working with Rx.Mission and digital case management is a plus.
    - Content knowledge of VTH processes (Environment Act, WKB, etc.).
    Competencies:
    - Analytical and planning strong.
    - Connective and communicative skills, knows how to bring people along with changes.
    - Results-oriented with a sense of managerial and organizational relationships.
    - Hands-on and pragmatic: you think and do.
    - Digital thinker with an eye for process design and usability.

    The professional works closely with team members, team manager and functional management.
    There is room to build on existing formats, process descriptions and practices of the Environmental Requests team.
    Availability for on-site (physical) presence at important meetings is desired.
