Temporary Hiring Assignment: Communications Professional

Assignment Description

The five municipalities of Bunnik, De Bilt, Utrechtse Heuvelrug, Wijk bij Duurstede, and Zeist work closely together in the social sector as the Southeast Utrecht (ZOU) region.

We are looking for a hands-on communications professional who can take communications to the next level for various components of the regional partnership. You will be part of the regional team (“regioteam”) based in the municipality of Utrechtse Heuvelrug.
In terms of content, this involves the IZA (Integrated Care Agreement) and MOBW (Social Services and Supported Housing) initiatives. It also covers communication issues within the broader regional partnership. The types of activities vary and are described in more detail below.
 

Period and commitment

We are looking for a communications professional to work 28 hours per week from June 15, 2026, through December 31, 2026. After that, the assignment may be extended for an initial period of 3 months, followed by a 2-month extension.
 

Work

For IZA
  • Collaborate with and identify the communication needs in the ZOU region by consulting with municipal communication professionals, relevant policy officials, regional coordinators, and project leaders.
  • Participating in the communications working group at the Central Netherlands level.
  • Translating the Central Netherlands communication strategy to the ZOU region.
  • Helping to translate local policy content and decision-making for the intended target audience(s)
  • Creating and sharing news articles, fact sheets, Q&As, and presentations for professionals and residents.
  • Identifying communication risks and advising on how to address them.
For MOBW
  • Developing a MOBW communication plan, in line with the U16 communication plan (16 collaborating municipalities in Utrecht).
  • Creating fact sheets and guidelines for, for example, local team members.
  • Assistance in drafting regional administrative documents (executive committee decisions, council information letters).
  • Handling public communications regarding specific projects within MOBW (Rooms of Focus, the Ethos Survey, etc.).

In addition, your role is to improve communication within the regional partnership, for example, with regard to internal and external communication and the use of various existing communication tools (Teams, internal and external newsletters, and the website).
This role involves a mix of advisory and strategic input, as well as more hands-on tasks. The communications professional is expected to draft texts independently and take proactive action when the situation calls for it.

Frameworks and preconditions

Training Requirements

  • A completed associate’s or bachelor’s degree, preferably in a relevant field, such as communication studies or communication management.
  • (Some) Knowledge of the IZA/AZWA and MOBW/Homelessness Action Plan programs

Experience requirements

  • At least 3 years of experience in communications within the social sector at the local government level.
  • At least 2 years of experience coordinating communication among multiple parties, preferably in an environment where multiple interests are at play and must be addressed.
  • At least 1 year of experience with regional collaboration between municipalities and external parties.

Additional requirements

  • Strong writing skills for drafting messages, newsletters, etc.
  • Political and administrative sensitivity, and experience advising executives and managers.
  • The ability to translate complex information into clear messages tailored to a specific target audience.

Financial terms

The maximum hourly rate, excluding VAT, is €110, all-inclusive. No additional travel, accommodation, or telephone expenses may be claimed (this list is not exhaustive).
