How do you ensure that organizations truly learn from complex projects and structurally improve their collaboration, processes, and execution? At Zuid-Holland Bereikbaar, we are working with Rijkswaterstaat on several tunnel renovations. These projects offer a unique opportunity for continuous learning, improvement, and knowledge retention. Zuid-Holland Bereikbaar is looking for a Learning & Development Coordinator to guide this learning process. You will provide structure, encourage open reflection, and help organizations to actually translate joint areas for improvement into concrete actions. With your change management expertise, you will contribute to sustainable collaboration and continuous improvement.

Within the PTZ project, ZHB is collaborating with Rijkswaterstaat on five consecutive tunnel renovations. The Learning & Development track focuses on jointly improving cooperation, processes, and substantive approaches from tunnel to tunnel.

About Zuid-Holland Bereikbaar
Zuid-Holland Bereikbaar (ZHB) is a partnership between the Ministry of Infrastructure and Water Management, Rijkswaterstaat, the Province of South Holland, the municipalities of The Hague and Rotterdam, the Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority, and ProRail. It was recently decided that the Drechtsteden region will join the partnership this year.

Our main task is to reduce nuisance, promote mobility transition, spread rush hour traffic, and avoid congestion through an area-based approach in South Holland. To achieve this, we work with our partners to ensure that nuisance during construction work is kept to a minimum and contribute to structural behavioral change and a sustainable mobility transition. Approximately 100 people work at ZHB. This consists of a permanent base of around 30 employees and around 70 people in a flexible shell. 

What will you do?
As Learning & Development Coordinator, you will shape the joint learning process within PTZ and investigate how the principle of learning and development can be applied more broadly within ZHB. You will provide structure to the learning process, guide reflection, and translate insights into concrete improvement actions.

You move between strategy and implementation and switch smoothly between different organizational levels, including management and executive management.
You develop and supervise learning and development programs focused on collaboration, process improvement, and knowledge sharing. You encourage an open learning environment in which those involved can share experiences and achieve improvements together. In addition, you investigate how the approach can be applied more broadly within ZHB.

Duties and responsibilities
Development and supervision of learning pathways
  • Developing and implementing learning and development programs.
  • Identifying and guiding joint learning themes.
  • Structuring learning processes and securing results.
  • Encouraging knowledge sharing and reflection among project teams.
Process guidance and cooperation
  • Creating an open and safe environment in which experiences are shared.
  • Facilitating discussions about collaboration, process, and content.
  • Connecting different perspectives and interests within the partnership.
  • Advising on improvements in working methods and collaboration.
Strategic development
  • Advising management and MT on learning and development.
  • Exploring opportunities to apply the approach organization-wide.
  • Translating insights into concrete improvement actions and assurance.

Job Requirements
  • HBO/WO working and thinking level.
  • At least 2 years of demonstrable experience with change processes and learning & development programs.
  • Experience with process guidance and organizational development in complex partnerships.
  • Experience in advising at management or MT level.
  • An affinity with mobility issues is an advantage.
  • Strong communication and connecting skills.
