Role description and task arrangements

Who is ZHB?
Zuid-Holland Bereikbaar is a collaboration of the Ministry of Infrastructure and Water Management, the Department of Public Works, the Province of South Holland, the municipality of The Hague, the municipality of Rotterdam, Metropolitan Region of The Hague Rotterdam (MRDH), the Port of Rotterdam Authority and ProRail.
Our main task is to improve accessibility and livability in South Holland. To achieve this, we and our partners ensure that disruption during works is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent base of about 30 employees and about 70 people in a flexible shell.
Due to the enormous maintenance and renewal task, accessibility in areas is under pressure. ZHB's accessibility approach to (nuisance) projects in areas is preferably aimed at a structural area-oriented and multi-year accessibility approach.

At Zuid-Holland Bereikbaar we are looking for a decisive project leader.


As a project leader, you will be responsible for preparing, planning, executing and completing the project. Our projects focus on accessibility, behavioral change, mobility solutions and traffic management. Besides progress, quality, communication and coordination with stakeholders, you are the connecting link between policy, implementation and environment. In addition, you work substantively with the area team.

About the assignment
Zuid-Holland Bereikbaar is jointly responsible for the accessibility approach around planned maintenance projects of infrastructure managers The project scope includes nuisance reduction, behavioral influencing, traffic management, communication.

Area Rotterdam 20 hours
In Rotterdam and surrounding areas, in the coming years
(2025-2029)include large-scale work planned on the A20 corridor, including major maintenance, viaduct renewal and renovation of the Giessen Bridge.
For this complex project approach, we are looking for an adequate, project leader who has extensive experience implementing complex, administratively and environmentally sensitive infrastructure projects. You are professional, flexible, environmentally sensitive, results-oriented with a sense of consensus and focused on collaboration.
As project leader, you will ensure that the approach for this corridor is implemented integrally and efficiently, together with your project team, the area team ZHB, municipalities, Rijkswaterstaat, the province and other (area) partners.
You will manage a project team of approximately 4-6 specialists. You report internally ZHB to the area portfolio holder who is responsible for the relevant project in said area. Together you will coordinate accountability to the Client.



Your role:
Preparation and planning
  • Drafting the project plan (objectives, intended results, phasing, milestones approach and budget)
  • Deployment of capacity and resources
  • Stakeholder Analysis
  • Alignment and obtaining mandate and decision-making

Implementation and direction
  • Implementation of the approved project plan
  • Coordinates and directs the project team in the areas of communications, traffic management, mobility and planning.
  • Coordinates activities within established frameworks such as time schedule and budget
  • Monitors progress, identifies bottlenecks and makes adjustments as needed
  • Assumes responsibility for project management (financial reporting, risk management)
  • Monitors contract agreements

Collaboration
  • Organizes coordination moments with stakeholders such as municipalities, companies and safety region
  • Creates internal and external support for the project and the chosen approach
  • Acts as a point of contact for internal and external stakeholders
  • Monitors expectations, interests and roles within the collaboration
  • Works actively with the area team


Completion, handover, accountability
  • Provides timely substantive reports to portfolio holder, client, MT and if necessary governance ZHB.
  • Documents learning points, outcomes and transfer information.
  • Ensures the implementation of measures.
  • Evaluates project content and process with internal and external stakeholders

  • Demonstrated experience managing multidisciplinary teams in a political-administrative context and projects with 9possibly) multiple clients and stakeholders
  • Strategic consulting skills, Is familiar with risk-based work and accountability and recognizes diverse interests.
  • Is familiar with topics such as accessibility, mobility and behavior change
  • Possesses excellent oral and written communication skills.
  • Is proficient in the systems and methodologies relevant to the position (e.g. Prince2, scrum, IPMA).
  • You are results-oriented, connecting, stress-resistant and communicatively strong.
  • Experience with Smart Travel approaches or RWS projects is a plus.
