Role description and task arrangements

Who is ZHB?
Zuid-Holland Bereikbaar is a collaboration between the Ministry of Infrastructure and Water Management, Rijkswaterstaat, Province of South Holland, Municipality of The Hague, Municipality of Rotterdam, Metropoolregio Den Haag Rotterdam (MRDH), Port of Rotterdam Authority and ProRail.
Our main task is to improve the accessibility and livability of South Holland. To achieve this, together with the partners, we ensure that disruption during work is limited and we contribute to the sustainable mobility transition. We have about 100 people working at ZHB. That's a permanent basis of about 30 employees and about 70 people from a flexible shell.

What does a project support worker do?
As a project support worker (hereafter "PO"), you are the right hand of the project leader, who relieves you of a large number of tasks related to project administration. Think of the preparation of (draft) progress reports, keeping track of the project finances, overseeing the project staffing, editing contract proposals, managing the basic documents relating to the projects, or providing support with requests for help. In doing so, you will be in contact with both colleagues in the Operations Department, our project leaders and their team members, and contacts at our clients.

Please note! This is not a secretarial work/management assistant or support worker.

Tasksand responsibilities
As a new colleague you will be responsible for primary back office related project activities. We are not looking for candidates with a secretarial background! Important aspects here are:
  • You will monitor and oversee project progress and prepare (draft) progress reports for internal and external reporting purposes;
  • You will keep track of project finances and monitor an accurate representation of the financial status of the project in the core system (AFAS);
  • You will generate periodic reports from AFAS that monitor that all core information is complete and up to date, as well as whether project staff and leaders put their input into AFAS in a timely manner and/or completed their approval tasks.
  • You will periodically provide PMO and the Project Portfolio Coordinator with your input for periodic discussions with the MT;
  • You manage all regular project documents, updating them where necessary and ensuring that all stakeholders are informed about them and use the current versions;
  • You make proposals for improving the information and/or accessibility in AFAS, also from the perspective of the project staff and leaders. You will be involved in user testing.
  • You organize project consultations where necessary, with or without external parties, and you are creative in this regard.

Skills and Qualifications
As a PO, you will help project teams perform better and assist the project leader in maintaining a grip and overview. Key skills and qualifications include:
  • You have problem-solving analytical skills and are meticulous;
  • You are able to organize and process all necessary project information (qualitative and quantitative) in our project system in a short period of time and thereby convert it into understandable and up-to-date output;
  • You know how to efficiently oversee project finances and prepare (financial) reports;
  • You know how to appeal to colleagues in cases of imperfections or failure to provide input on time, for example, in such a way that they are willing to go the extra mile;
  • You are proficient with systems such as AFAS or able to quickly master them, and you are excellent at working with common office software (including MS Teams and Excel);
  • You are a team player but can also work well independently.

Job Requirements
  • HBO working and thinking level;
  • Minimum of 4 years in a support role in a project or similar environment;
  • Relevant training in project management, project finance and planning techniques is a plus;
  • Demonstrated experience working with AFAS and common Microsoft tools. 
  • Demonstrated experience in project finance within projects.
