Role description and task arrangements

The twelve provinces of the Netherlands all have their own character. Each province has a special history, a unique culture and characteristic landscapes. Provinces play an important role in solving social issues at the regional level, such as the Climate challenge. Provinces contribute to policy and realization. They do so individually, but also collectively through the Interprovincial Consultation (IPO), the umbrella organization of the twelve provinces. The IPO acts as an advocate and booster of innovation and knowledge exchange.

BIJ12 is the implementing organization for the 12 provinces and brings together knowledge and information about the rural area and physical environment in the Netherlands. BIJ12 ensures uniformity in information supply and implementation of provincial regulations.

Background
For several years now, the provinces have been working together on theme Digitization, a program focused on the various aspects of digitization from: ethics, privacy, security, application for societal challenges to getting and keeping services, operations and data management in order. Provincial staff from all 12 provinces work together on a wide range of projects in different tracks (data, service delivery, innovation and operations).

Within track Operations, the provinces work together on tactical matters such as joint purchasing of data, software and information systems. This can save costs and benefit us as provinces. Think of volume, bundling of expertise, interesting contract, etc.. Also ensure that what we purchase meets our joint requirements. For example, there are interprovincial contracts for telephony, ICT hardware and software broker. Together with the new procurement advisor, we want to flesh out new interprovincial ICT initiatives.

By jointly purchasing services, we aim to save costs and provide better conditions for each province. What also makes this job interesting is that the provinces have firm ambitions when it comes to circular procurement, sustainability and social return. Your innovative ideas on these are most welcome.


For this position, you will be able to spar with colleagues in IPO's procurement team (working in accordance with IPO policy) and work with the direction officer on joint procurement in the various project teams on the various assignments.

There is every opportunity for time- and place-independent working. At the moment the starting point within IPO is hybrid working. It is possible to work at the office at the BIJ12 location in Utrecht.

What you will do
  • As Sr. procurement advisor, you will supervise complex ICT tenders, contributing to projects that take place at the strategic level. Think of organizing tenders in the field of Cloud service provider, technical application management services and interprovincial security services. There are multiple stakeholders (joint provinces) and therefore different interests involved. You coordinate these processes and work together with colleagues from different provinces.
  • You supervise multiple procurement projects simultaneously. Projects run from gauging and combining customer needs at the provinces, IPO/BIJ12, advising in the procurement strategy to contractual settlement and aftercare. Thanks to you, the legal and process processes run smoothly and all deadlines are met.
  • You are a solid interlocutor and advisor for the project team and other stakeholders, from the client to procurement lawyers to market parties applying for a tender. You will ensure that the IPO/BIJ12 for the provinces get maximum results from the joint procurement processes and thus prove the success of interprovincial cooperation.
  • You will periodically account for the progress of your work to the direction officer for joint procurement and (when requested) the relevant program manager.
  • You secure a good connection with the procurement departments of the provinces by seeking central coordination at the IPP (Procurement Platform Provinces)

Number of hours per week: 32-36
Renewal options: 2 x 12 months

Renewal is on otherwise unchanged contractual terms (including the hourly rate).
