Role description and task arrangements

Purpose of the assignment and brief description of frameworks
Proposal on how social employment will look in the future for Twenterand.
This as part of the Participation Act.

Sub-products are:
  1. Consideration of whether new sheltered can be shaped locally
  2. An administrative response to Evaluation Ontplooj conducted by Almelo (Berenschot).
  3. Decision document how to proceed with Ontplooj (before 1-10-2025), this includes considering which services in continuing we will or will not purchase/do ourselves. The research is broken down into 6 areas namely:
  • Employer duties
  • Location
  • Guidance and direction
  • Finance
  • Coherence of other policy fields or groups (Participation Act, WMO day care, youth, culture)
  • Communications
  1. Deliver local plan for social infrastructure (sw business infrastructure): The municipalities are expected to conduct an exploration of the current social infrastructure. Twenterand participates in this subregional process. Process is pulled regionally by Nienke Scholten (Enschede). Our role is to participate and advise. Work is done subregionally and the plan must be adopted locally.
The regional research questions linked to this are:
  1. Posting facilities to regular employers.
  2. Provision for sheltered employment.
  3. Good matching and guidance.
  4. Collaboration with local and regional employer networks.
  5. Develop worker skills.
  6. Advise and assist employers in adapting work processes.
  7. Finding, recognizing and diagnosing candidates.
  8. Providing services to people without a sheltered indication.
  9. Accommodating candidates.

Starting point
In developing proposals, we want to pay special attention to our (WSW) colleagues in the field service. The employees have gone through a major transition with great impact. In the proposals to be developed, stability for the target group (This will have to be of heavy influence on the considerations. For Twenterand: Ontplooj employs approximately 40 employees internally and Larcom employs approximately 30 employees.

In the business case it may become clear that the use of wage subsidy works and saves money and that in this way many people are placed in regular business. This component must be seen in conjunction with the old sheltered sw component.

  • The assignment will be project-based internally where you will take the lead 
  • As a quartermaster, you know how to effectively organize, motivate and connect stakeholders and achieve results within deadlines.
  • You know how to get the right focus and have an eye for the interests of the various stakeholders.
  • You act independently, but are approachable and approachable to all concerned. You will receive hierarchical direction from the client or other manager within the organization.
  • We expect independent brainpower, seniority with respect to process and flexible, service- and customer-oriented on content.
